Fund Investment Software for the Library of Congress RFI1.0 IntroductionTHIS IS A REQUEST FOR INFORMATION (RFI) ONLY.  This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal or Quote (RFP/RFQ) or a promise to issue an RFP/RFQ in the future.  This RFI does not commit the U.S. Government to contract for any supply or service.  Further, the Library of Congress (“The Library”) is not at this time seeking proposals and will not accept unsolicited proposals.  Respondents are advised that the Government will not pay for any information or administrative costs incurred in the preparation or submittal of responses to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense.  Not responding to this RFI does not preclude participation in any future RFP or RFQ, if any is issued. 2.0 General RFI RequirementsThe Library requests that Interested Parties provide information for commercial
off-the-shelf (COTS) Fund Investment Software for market research purposes to support Library of Congress’ Trust Fund Board (TFB) efforts to modernize investment tracking and reporting (see Section 3 - Information Requested for full details).Interested Parties are also encouraged to ask questions and/or provide feedback on Attachment 1- RFI DRAFT Statement of Work (SOW) Fund Investment Software so that the Library may enhance its understanding to reflect a more accurate business environment. See Section 4.0 and Attachment 1- RFI DRAFT Statement of Work (SOW) Fund Investment Software for more information.3.0 INFORMATION REQUESTEDRFI responses should include the following information:1. Name of organization and contact info (name of organization point of contact, address, phone {indicate landline or cell}, email, and UEI Number).2. Suggested solicitation method (i.e. GSA, NASA SEWP, Full and Open via SAM.gov, etc. - Please provide your organization’s GSA Schedule number if applicable.)3. Past Experience: Has your company conducted similar work for other Federal and or commercial entities?  If so, identify the customer and provide the following information on similar projects completed in the last three (3) years (maximum of three examples):Name of the client, name and phone number of the company’s point of contact information, and total dollar value of the contract.Contract type (Firm Fixed Price, Time and Materials, etc.).Prime or SubcontractorPeriod of PerformanceBrief description of project and associated outcomes/deliverables.4. Capabilities: Provide a description of your system and how it meets the requirements in Attachment 1- RFI DRAFT Statement of Work (SOW) Fund Investment Software, Section 2- Requirements. This section should provide general marketing materials for your system as well.4.0 Questions about this RFIQuestions regarding this RFI posting shall be submitted in writing, by e-mail, to the Contract Specialist, Riley Leonhardt at rleonhardt@loc.gov, with a copy to Contracting Officer, Michael Schuman at mschuman@loc.gov .   Verbal questions will NOT be accepted. All questions are due no later than Wednesday, November 16th, 2022, at 16:00 (4:00 pm) Eastern Standard Time. The Library does not guarantee answers to questions asked after this date and time.5.0 ResponsesRFI responses are due no later than Wednesday, November 30th, 2022 at 17:30 (5:30 pm) Eastern Time.  Submitted responses must be sent via email and are limited to 20 pages, including attachments. The response shall include “Fund Investment Software for the Library of Congress RFI Response” in the subject line. The maximum size of files allowed to come through the Library’s email system is 20MB. If needed, Interested Parties may send more than one email, ensuring that each section outlined in Section 3 is clearly identified.  The response should contain proprietary information ONLY if this information is CLEARLY MARKED and segregated. All responses will become the property of the Library and will not be returned. Any supplemental information (such as pricing, bundles or GSA catalogues) beyond the requested information identified in Section 3.0 above may be provided as an attachment to the RFI response.Information submitted may be used as a basis for a future solicitation and/or as a basis for more in-depth research of an organization's capability. Please do not contact the Library following the cutoff date for the responses with unsolicited solicitations, proposals, queries or presentations.
