In accordance with Federal Aviation Administration Acquisition Management System (AMS) Policy 3.2.1.2.1 this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from potential vendors. . The responses to this market survey will be used for informational and planning purposes only and will not be released, except as required under the Freedom of Information Act (FOIA).  Proprietary information that is appropriately marked will be protected in accordance with the FOIA.  The acquisition strategy for the procurement has not been determined at this time, however, either an unrestricted competition or a set-aside may be conducted depending on the responses to the market survey.  If the FAA decides to conduct a competition, it may limit the competition to only those vendors who respond to this market survey.Introduction/PurposeThe Offices of Acquisition and Business Services (ACQ) and Aviation Property Management (APM) have a
requirement for administrative, technical, and management support services.  The services are required to accomplish tasks consistent with the FAA Acquisition Management systems and to maintain interoperability with the FAA Strategic Plan, and other investment projects. This support is essential to the successful planning, transition, and implementation of the ACQ mission activities.Incumbent Contractor The current incumbent of the contract is Bellamy Management Services LLC, 901 D Street SW Washington DC 20024, (202) 863-2270 or bms@bms-llc.com.This market survey announcement is not a Request for Proposal (RFP).  If a solicitation is issued, it will be announced on the beta.SAM.gov website. It is therefore the vendor’s responsibility to monitor this site for the release of any such solicitation. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey.  Any costs associated with the market survey submittal is solely at the interested vendor’s expense. No solicitation currently exists and the FAA is not seeking or accepting unsolicited proposals. This market survey should not be construed as a commitment by the Government to issue a solicitation or enter into a contract. No evaluation letters or results will be issued to respondents.  The NAICS code projected for the procurement has not yet been determinedSubmittal Requirements for Market Survey                        A draft Statement of Work (SOW) is provided.  The SOW outlines the requirements in significantly more detail. Vendors are highly encouraged to read the draft SOW in-full for the best understanding of FAA's requirement.    The anticipated period of performance for this requirement is a one-year base period and four (4) one-year option periods.CAPABILITY STATEMENT:In order to conduct the best possible analysis, the FAA requires the following information from interested vendors:1.         Type of service provided by your company that demonstrates the ability to perform the requirements described in the draft SOW.2.         Detailed description of previous contracts, including size and type, that are of similar size, scope and complexity to the requirements outlined in the draft SOW.3.         Detailed description of current contracts, including size and type, that are of similar size, scope and complexity to the requirements outlined in the draft SOW.4.         Number of years in business providing the same or similar services to the requirements outlined in the draft SOWSUBMISSION FORMAT:Email your response to Curtis Fields at curtis.fields@faa.gov by 4:00: P.M.
