Town of Morinville External Assessment Services Project Description :The Town of Morinville is a municipality of approximately 10,500 residents located in Alberta’s Capital Region north of the cities of Edmonton and St. Albert. The Town is seeking proposals for the provision of assessment services related to the development and defense of assessments for all property within the Town’s municipal boundaries, excluding the development and defense of “designated industrial property” (DIP) as defined by the Municipal Government Act (MGA). The Assessor’s primary focus is the valuation of residential and non-residential properties on a market value basis using computer assisted mass appraisal techniques. The Assessor researches and confirms market data information through sales validation, property inspections and communications with industry professionals and provides that information to the Town in accordance with legislative timelines. The Successful proponent must provide annual assessment services and serve as a “designated officer” for the Town of Morinville to carry out the functions, duties and powers of a municipal assessor as per the Municipal Government Act (MGA). All Proponent assessment personnel must meet the qualifications as prescribed in the Qualifications of Assessor Regulation, Alberta Regulation 233/2005 and prepare assessments in accordance with the MGA and regulations and adhere to any other successor regulations, policies and guidelines as issued from the Alberta Government. The successful proponent is expected to provide advisory services to the Town, including submitting annual growth reports and assessment summaries for budgeting purposes to the Town’s Financial Services department. In addition, it is expected that the successful proponent is responsible for the preparation and presentation of defending assessments at the Assessment Review Board, Municipal Government Board and Provincial Court (Queen’s
