The Pinellas County EMS Authority is seeking the services of a Proposer to provide Emergency and Non- Emergency Ambulance Services for Pinellas County in accordance with the provisions of Chapter 80-585, Laws of Florida; Chapter 401, Florida Statutes; Chapter 64-J, Florida Administrative Code for Emergency Medical Services; Pinellas County Ordinance No. 88-12 as amended; and other local rules and regulations.BackgroundPinellas County is an urban and suburban community located in West Central Florida. The County is a peninsula bordered to the West by the Gulf of Mexico and to the South and East by Tampa Bay.Pinellas is the most densely populated county in the State of Florida with nearly 3,551 permanent residents per square mile. The County has a year-round population of 972,044. There are approximately 6.4 million overnight visitors and over 9.3-million-day trip visitors to Pinellas County each year. Seasonal residents and visitors equate to over 90,000 residents. Pinellas County
occupies an area of 608 square miles including waterways. There are 280 square miles of land.The median age is 48 years, and 26.6% or 258,000 residents are aged 65 and older.Major cities include Clearwater, Dunedin, Largo, Pinellas Park, St. Petersburg, and Tarpon Springs. Pinellas County is comprised of 24 municipalities of which several are small barrier island communities. There are also four independent Fire Districts.There are sixty-nine (69) Nursing Homes, twelve (12) Hospitals and six (6) Freestanding Emergency Department that receive emergency patients within the County. Further, there are nearly 150 Assisted Living Facilities serving nearly 8,400 residents.On July 1, 1988, the Board of County Commissioners promulgated Ordinance 88-12, which defined the current EMS System as having one Ambulance Service in Pinellas County. The EMS System strives for clinical excellence with effective cost containment utilizing a "performance based" model that employs stringent performance requirements and response time accountability for all contracted service providers.The Pinellas County EMS System is a highly coordinated Emergency Medical Services System consisting of Advanced Life Support (ALS) First Responder Services and Basic Life Support (BLS) and ALS Ambulance Services. The Pinellas County EMS System has evolved into a nationally recognized, highly efficient, and world-class EMS system.The system is designed to provide exceptional rapid response and on scene patient care by Paramedics staffing ALS First Responder Units from municipal Fire Departments and Fire Districts with transport and continued patient care by EMTs and/or Paramedics staffing BLS and ALS Transport Units from the Ambulance Service.The ALS First Responder component is funded by ad valorem tax dollars. The Ambulance Service component is supported primarily by user fees, which are collected by the EMS Authority.
