This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both Contract Opportunities (https://beta.sam.gov/) and NECO (http://www.neco.navy.mil/). This is a Request for Quotation (RFQ). The solicitation number is N0018920QZ118. The proposed contract action is for commercial SERVICES. The NAICS code is 561920 and the Small Business Size Standard is $12.0 Million. This solicitation documents and incorporates provisions and clauses in
effect through FAC 2020-02 and DFARS Change Notice 20200114. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAVSUP FLC Norfolk Philadelphia Office intends to solicit with the firm National Society of Black Engineers (NSBE) (CAGE: 08ZL1) on a sole source basis. The proposed acquisition is for the Commander Navy Recruiting Command (CNRC). This action will result in a firm fixed price purchase order. The proposed contract action is for Services for which the Government intends to solicit and negotiate with National Society of Black Engineers (NSBE) under the sole source authority of FAR Part 13. The sole source nature of this requirement is based on the determination that National Society of Black Engineers (NSBE) is the only vendor providing the required goods and services based on the event’s primary race/ethnic focal point. The NSBE conference, a globally recognized conference, is the only Engineering Conference event for minorities that reaches over 14,000 (or a comparable amount) aspiring and practicing engineers, educators, and representatives of more than 250 academic institutions, Government agencies, corporations, and nonprofit organizations. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than National Society of Black Engineers (NSBE). However, the Government will consider information received by the specified response date. All responsible sources may submit a quote which shall be considered by the agency. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. Delivery information: Government point of contact: [Government point of contact to be determined prior to award.] Performance/Delivery: Performance shall occur at the contractor’s facility. The anticipated period of performance is 25 March 2020 through 31 July 2020. Responsibility and Inspection: unless otherwise specified in the resultant order, the contractor is responsible for the performance of all inspection requirements and quality control. The Requirements Statement is as follows (Section B): STATEMENT OF WORK FOR National Society of Black Engineers Board of Corporate Affiliates Navy Package I. BACKGROUND In support of the Chief of Naval Operations Diversity Policy, it is important for Navy Recruiting Command and required personnel to participate in the National Society of Black Engineers (NSBE), as a Board of Corporate Affiliates (BCA) participant. NSBE will encompass the period of 25 March 2020 through 31 July 2020, which includes recommended services to support the US Navy recruiting opportunities and outreach venues to reach the diverse student market. The event establishes a set of activities that will support the Navy’s mission of recruiting and retaining a diverse Navy. II. OBJECTIVE NSBE-BCA participation will provide increased visibility and awareness of the Navy to many Science, Technology, Engineering, and Mathematic (STEM) students to consider the Navy as a career option. Participating presents many opportunities to engage in several events offering outreaching and recruiting venues contracted period. The Navy Recruiting mission is to outreach and recruit to the best and the brightest students to serve our nation. NSBE-BCA will provide the Navy access to these diverse students. III. STATEMENT OF WORK/DELIVERABLES The contractor shall provide the Government a NSBE Corporate Board Affiliate (BCA) package, which shall be in NRC’s name, not a specific individual. NSBE shall provide the Navy a NSBE-BCA customized package for Navy’s participation, which shall include, at a minimum, the following elements: A. Board of Corporate Affiliates: • Priority booth space selection for Annual Convention Career Fair – early booth selection opportunity available after BCA booth selection, but prior to other exhibitors • One 10’ X 20’ booth at the Career Fair with priority placement • Fifteen (15) full-access convention registrations • Discounted pricing on Hospitality Suites • Logo prominently displayed on Career Fair entrance unit • Recognition in the convention issue of the NSBE Magazine • Recognition as an Affiliate Participant on the Annual Convention website (includes logo and hyperlink) • Recognition in the mobile app • 50% discount on the purchase of a bag stuffer for the convention bags. (one item per company) • Recognition in the printed Convention Career Guide to be included in the printed Convention Career Guide upon awarding of contract Virtual Recruiting Benefits: • Fifteen (15), 90-day Career Center Job Postings • 6-month access to resumes in the NSBE online Career Center • Discounted rates on additional Career Center Job Postings (eligible for national supporter pricing) Advertising and Branding Benefits: • Recognition in every issue of NSBE Magazine • Logo with hyperlink on the Affiliate partner page of NSBE website • Opportunity to gain visibility via the NSBE website with one listing in the “Corporate Corner” on the NSBE home page ~ take advantage of this high-visibility branding opportunity to promote your company’s press releases, special events, videos and engineering-and STEM-related activities. *Corporate Corner listings are subject to approval and placed throughout the program year (excluding the month of March); the length of time on the website and the posting date is based on availability.
