FY21 Repair and Replace Vapor Recovery System, Underground Storage Tanks, and Piping at Gas Station AMR 880, Aliamanu Military Reservation, Oahu, Hawaii

This announcement constitutes a Solicitation notice.  The U.S. Army Corps of Engineers, Honolulu District hereby announces its solicitation entitled, “FY21 OMA Repair and Replace Vapor Recovery System, Underground Storage Tanks, and Piping at Gas Station Facility 880, Aliamanu Military Reservation, Hawaii” as described within this announcement.This project is a design-bid-build solicitation, utilizing Sealed Bidding procedures prescribed at FAR Part 14.  The Government intends to issue a formal solicitation via an Invitation for Bid (IFB) in accordance with FAR Part 14. It is the bidders responsibility to check for any posted changes to the solicitation.  The Government intends to solicit this requirement as a small business set-aside.  The North American Industry Classification Code (NAICS) for this requirement is 236220 (Commercial and Institutional Building Construction).  The small business size standard for this NAICS code is $39,500,000 average annual revenue.  The Government

intends to award a fixed-price construction contract as a result of this solicitation. Project Description: This design-bid-build project involves the removal and replacement of the existing Army and Air Force Exchange Service (Exchange) service station fuel system at AMR Facility No. AMR880.  The three existing underground storage tanks (USTs) will be demolished and replaced with new identical-size tanks in the same location. Work will include providing new electrical service to serve the new dispenser pumps in each tank and installing new control wiring and conduits between the various new field devices.The estimated period of performance is 300 calendar days. Project magnitude is between $1,000,000 to $5,000,000.An organized site visit has been scheduled for:June 24, 2021 at 0900 Hours, Hawaii Standard Time.The site visit will take place at an activate construction site, attendees will be required to wear PPEParticipants will meet at:Building 880, Aliamanu Military Reservation, Oahu, HawaiiIt is the bidder’s responsibility to check for any posted changes to the solicitation.  Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary.  Bidders must have and/or maintain an active registration with the System Award Management (SAM) website.  To register in SAM, got to https://SAM.gov.  All bidders are encouraged to visit https://SAM.gov website to view other business opportunities.
