Personnel Security Support Services

THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL – In pursuant to FAR 5.203(a),The Department of Defense (DoD) Consolidated Adjudications Facility (CAF), Washington Headquarter Services (WHS) intends to award a sole source bridge contract to existing contract HQ0034-17-C-0052 under the authority of FAR 6.302-1(a) (2) (iii), to Inquires, Inc., 133 N West St, Easton, MD 21601-2709 for continued Personnel Security Support Services for the Department of Defense (DoD) Consolidated Adjudications Facility (CAF). The proposed contract will not exceed a six month period of performance consisting of a two month base period with four additional one-month option periods. The contract will bridge the existing contract to a new competitively awarded five year contract currently being evaluated under Request for Quote number HS002-19-R-0003. The solicitation for the follow-on contract was issued on November 30, 2018, with proposals received on December 14, 2018 and is currently under GAO protest.Inquiries,

Inc., by virtue of being the incumbent contractor, is the only responsible source for the bridge contract to extend the services. The execution of the bridge contract will prevent any potential adverse impact to the mission of the agency, which would occur in the event of interruption or disruption of the work presently being performed.    The anticipated award will be made under the authority of FAR 6.302-1(a) (2) (iii), “Only one responsible source and no other supplies or services will satisfy agency requirements.” The contract is intended to meet CAF’s requirement for continued Personnel Security Support Services in order to meet mission and business requirements.  Currently, these services are going through a competitive acquisition with an anticipated award in fiscal year 2020.The NAICS code for this requirement is 561611 – Investigation Services, with a size standard of $20.5 million.This notice of intent is NOT a request for competitive quotations.
