NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT FOR GPI HEALTHCARE TECHNICAL EXPERT This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions.The U.S. Trade and Development Agency (USTDA), Office of Acquisition Management, is the contracting office for this procurement.The purpose of this Notice is to announce the government’s intent to issue a sole source contract with Charles River and Associates, 200 Clarendon St. Boston, Massachusetts 02116-5092, in accordance with FAR 6.302-1, , Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. USTDA has determined that Charles River and Associates is the only entity that possesses the unique qualifications and cumulative expertise in acquisition and healthcare, teaching experience, and knowledge with best value procurement in healthcare/medical engineering projects to meet the program requirements.The Global Procurement
Initiative: Understanding Best Value (GPI) is designed to help public officials in emerging economies better understand the total cost of ownership for the purchase of goods and services related to infrastructure projects. Under the GPI, the United States Trade and Development Agency (USTDA) is sharing best practices on how to establish procurement systems that integrate lifecycle cost analysis (LCCA) and best‐value determination in a fair and transparent manner in order to promote sustainable investments and level the playing field for greater competition in public tenders.USTDA is deploying new tools and integrating with the full range of healthcare providers to support the application of U.S. technology for diagnosis, treatment and cures for the benefit of emerging market populations. This requirement is for a Healthcare/Medical Engineering Technical Specialist and nonpersonal services to support USTDA’s training programs for acquisition/procurement professionals in emerging economies under the GPI.Charles River Associates has over 25 years of experience with life sciences as well as experience with many global pharmaceutical companies.  CRA’s experience in life sciences has extensive involvement in medicines procurement and international collaboration to achieve results. The scope of work requires knowledge of the process and best practice for conducting healthcare/medical acquisitions in the public and private section as well as knowledge in the market research of healthcare of medical engineering projects.  The required training program shall include topics such as healthcare acquisition, pharmaceuticals including R&D, medical equipment, patient care systems as well as healthcare infrastructure and emergency planning. Professional work experience in the developing, designing, and/or purchasing large-scale healthcare/medical products, services and solutions including experience with conducting life-cycle cost analysis are vital to the success of the scope of work in meeting USTDA’s mission under the GPI.The anticipated period of performance is 18 months from date of award and two 18-month option periods.
