GS-036 REV 03/07/18 Page 1 of 23 REQUEST FOR PROPOSALS SUPERIOR COURT OF CALIFORNIA COUNTY OF SANTA CLARA REGARDING: Professional Moving Services for the Superior Court RFP 32824C PROPOSALS DUE: April 19, 2024 NO LATER THAN 3:00 P.M. PACIFIC TIME RFP Title: Professional Moving Services for the Superior Court RFP Number: 32824C GS-036 REV 02/26/18 Page 2 of 23 1.0 BACKGROUND INFORMATION Santa Clara County Superior Court is seeking a proposal from licensed commercial movers with experience in providing large scale and ongoing move-adds-changes of commercial offices including but not limited to contents, furniture, computer monitors and office machinery. Selected vendor may be called upon to assist the Court in annual personnel moves, file moves, and ongoing moves adds and changes in court facilities throughout the Santa Clara County. 2.0 DESCRIPTION OF SERVICES AND DELIVERABLES Services include but not limited to the following duties: 1. General furniture, equipment, computer, boxed
contents, and court file moves. 2. Be able to supply the court with moving materials such as boxes, zip lock bags for IT equipment, shrink wrap and bubble wrap. Cost of supplies to be listed in line-item detail in bid submission. Movers will agree to a full refund of any unused supplies after a project. 3. Moving labels, moving blankets, crates, library carts, and all other “move day of” equipment are included at no additional cost as part of the project. 4. Team Leads are required on all Court projects. Lead must possess the ability to follow instructions from court facilities staff and are proficient in the use of the English language. 5. Scope of work varies from project to project. Chosen vendor will meet with Court project designee to review scope of work. Then provide detail cost analysis to the court no later than 2 weeks prior to the project based on scope of work. 6. Subcontracted movers will not be accepted without prior approval by the court. 7. Moves may include but not limited to the following court facilities: Palo Alto Courthouse (270 Grant Ave Palo Alto, CA 94306) Santa Clara Courthouse (1095 Homestead Rd Santa Clara, CA 95050) Hall of Justice Courthouse (190 W Hedding Street San Jose, CA 95110) Juvenile Delinquency Courthouse (840 Guadalupe Pkwy San Jose, CA 95110) Downtown Superior Courthouse (191 N First Street San Jose, CA 95113) Old Courthouse (161 N First Street San Jose, CA 95113) Family Justice Center Courthouse (201 N. First Street San Jose, CA 95113) Morgan Hill Courthouse (301 Diana Ave Morgan Hill, CA 95037) 3.0 TIMELINE FOR THIS RFP The COURT has developed the following list of key events related to this RFP. All dates are subject to change at the discretion of the COURT. EVENT DATE RFP issued March 28, 2024 Deadline for questions April 10, 2024 Questions and answers posted April 17, 2024 Latest date and time proposal may be submitted April 19, 2024 at 3pm PST Anticipated interview dates (estimate only) April 22 –April 26, 2024 Evaluation of proposals (estimate only) April 29 – May 3, 2024 Notice of Intent to Award (estimate only) May 9, 2024 RFP Title: Professional Moving Services for the Superior Court RFP Number: 32824C GS-036 REV 02/26/18 Page 3 of 23 EVENT DATE Negotiations and execution of contract (estimate only) May 17, 2024 Contract start date (estimate only) June 24, 2024 Contract end date (estimate only) June 30, 2027 4.0 RFP ATTACHMENTS The following attachments are included as part of this RFP: ATTACHMENT DESCRIPTION Attachment 1: Administrative Rules Governing RFPs (Non-IT Services) These rules govern this solicitation. Attachment 2: COURT Standard Terms and Conditions If selected, the person or entity submitting a proposal (the “Proposer”) must sign this COURT Standard Form agreement (the “Terms and Conditions”). Attachment 3: Proposer’s Acceptance of Terms and Conditions On this form, the Proposer must indicate acceptance of the Terms and Conditions or identify exceptions to the Terms and Conditions. A material exception to a Minimum Term will render a proposal non-responsive. Attachment 4: General Certifications Form The Proposer must complete the General Certifications Form and submit the completed form with its proposal. Attachment 5: Darfur Contracting Act Certification The Proposer must complete the Darfur Contracting Act Certification and submit the completed certification with its proposal. Attachment 6: Payee Data Record Form This form contains information the COURT requires in order to process payments and must be submitted with the proposal. DVBE Incentive For vendors claiming the DVBE incentive, the Proposer must complete the DVBE Declaration and Bidder Declaration forms to receive the 3% incentive. See section 13.0. [Only for solicitations of $1,000,000 or more] Attachment 7: Iran Contracting Act Certification The Proposer must complete the Iran Contracting Act Certification and submit the completed certification with its proposal. (Only for solicitations of $100,000, or more) Attachment 8: Unruh and FEHA Certification The Proposer must complete the Unruh Civil Rights Act and California Fair Employment and Housing Act Certification. 5.0 PAYMENT INFORMATION  Standard payment is after Court’s acceptance of work at the completion of each project.  Vendor shall agree to a refund of any unused and unopened moving supplies by the Court.  Payment is net 30 days after acceptance of invoice.
