This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.The National Institutes of Health (NIH) intends to award a fixed price contract to GE HEALTHCARE, on a sole source basis to provide GE OEC 9900 Digital C-Arm at the NIH Clinical Center (CC).The Clinical Center requires GE OEC Digital C-Arm with vascular platform for intraoperative imaging suited for a range of surgical needs including vascular, orthopedics, gastrointestinal, endoscopic, urological, neurological, critical care, pain management, and emergency procedures. GE is the only vendor that met NIH requirements, particularly with the largest field of view (FOV) and significant dose advantages to the patient, and staff, since the x ray tube is under the table, everyone receives less scatter radiation. C-Arm also had greater range of patient procedures and increased patient access and, if mobile imaging system fails, another system can be
brought into room.Protocol based care requires Inconsistent equipment, features, interfaces, supplies and operations will prevent researcher’s absolute consistency and reproducibility in equipment and processes. GE OEC is the only brand with a single line of products that meets the requirements needed for this contract. No other brand can provide:o CMOS Flat Detector (CFD) 31cm size field of view (FOV)o Detailed full frame rate and full resolution pixel conversion with 32” 4K UHD displayo Live Zoom up to 4X and take added shots with no change in techniqueo Ability to outline (live zoom) anatomy of interest or device (stent) on image screen with Digital Pen on both displayso Linux-based operating system brings another layer of security (longer support and more security)o Articulating monitor (monitoring cart) has 5 ranges of motion including 27” forward travel which increases the perceived size of the image by up to 60%o Set up efficiently with SmartConnect.(operate C-Arm and monitoring cart independently). Disconnect and reconnect the C-arm and workstation while bootedo 13.6” Square circle image retains 100% data when image is rotated (22% more anatomy view with larger FOV)o 0.008” guidewires in peripheral vessels and 0.014” guidewires in thoracic anatomyo Real time true continuous fluoroscopy that minimizes ghosting and lago Ergo C-arm’s SmartView pivot joint enables additional angles and positions without moving the C-arm baseo Regulate heat with split-block design that separates the X-ray tube and generator (not monoblock)o Great visual line of sight and positioning around the patient based on small detector head sizeo Agile maneuvering around patient with low lateral height and small tube housingo Synchronize surgical workflow and communication, with mirrored view from OEC Touch (Tech View) and workstationo Manage dose with six dose control modes that can be used independently or in combinationAs such, no other vendor is capable of providing the Government with the C-Arm. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.Interested parties may identify their interest and capabilities in response to this posting.
