SOURCES SOUGHT ANNOUNCEMENT632113332 The Defense Information Systems Agency (DISA) is seeking sources for data governance support in the DISA Office of the Chief Data OfficerCONTRACTING OFFICE ADDRESS: Defense Information Technology Contracting Organization (DITCO) National Capital Region (NCR), PL63, P.O. Box 549, FT. George G. Meade, MD 20755-0549.INTRODUCTION:This is a SOURCES SOUGHT ANNOUNCEMENT to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses,  Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services.The DISA Office of the Chief Data Officer is seeking information for potential sources for support to use data to derive business and operations outcomes. This influence will come through agency wide governance, policy creation and exploitation of data. The OCDO’s areas of focus
are to:Define the DISA Data Implementation Plan to comply with the overarching DoD CDO Data StrategyEvolve the use of DISA data into actionable information that will drive decisions and value for the Agency Stand up and/or support DISA OCDO Community of Excellence and the DISA Data Catalog effortWork closely with all DISA directorates and programs and provide guidance for data use across the Agency. Create a joint data effort across, but not limited to the following: JFHQ-DoDIN, Development and Business Center (DBC), and Operation Center (OC).Place of Performance: The primary place of performance will be at the DISA government facility located on Fort George G. DISA has a need to establish an Office of the Chief Data Officer (OCDO) to manage data as a strategic asset and to create and implement an overall data management strategy. These high-level objectives reflect the need for improving and establishing organizational data standardization, integrity, availability, accessibility, usability, and sharing best practices at an enterprise level, to ultimately improve decision making throughout the agency.2. This shall be achieved in a manner that allows the selected Chief Data Officer (CDO) and DISA Executives to define the authority of the OCDO, finalize a communication plan, submit a Congressional review/approval package for the OCDO's operations, support that process, and provide base functionalities of an OCDO for DISA on an enterprise-wide level. Additionally, this shall be done in a way that establishes and maintains a formal data governance steering committee and working group, data quality and data certification policies, an enterprise-wide data asset inventory, business glossary, metadata and master data management, a DISA Open Data Portal, and a self-service data analytics environment.3. Data Catalog Focused Departments:Initial assessment of data availability and qualityDocumentation of business use cases supported by data catalog, and prioritization of Data Catalog domain scopeData catalog structure and contents, compiled and organized metadata for specific domain scopePotential architectural options for metadata collection, maintenanceLeverage existing off-the-shelf tools4. Establish a Data Governance and Data Management Framework Process:Current state assessment of data maturity across DISAGovernance and policies for DISA OCDO Community of ExcellenceDISA Data Implementation Plan (in compliance with the overarching DoD CDO Data Strategy)REQUIRED CAPABILITIES:1.   Describe your experience in the following areas:Data analytics platformsData infrastructure engineeringData policy framework assessment and creationData catalog structureEnterprise data platformsData managementData metadata managementSPECIAL REQUIREMENTS:Must have Secret Facility Clearance.  Please include a statement that details your current clearance status.SOURCES SOUGHT:The North American Industry Classification System Code (NAICS) for this requirement is 541519, with the corresponding size standard of $30,000,000.00To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering.  Please outline how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.  Responses must demonstrate the company’s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).  INDUSTRY DISCUSSIONS:DISA representatives may choose to meet with potential offerors and hold one-on-one discussions.  Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, including any development and certification risks.SUBMISSION DETAILS:Responses should include:Business name and address;Name of company representative and their business title;Type of Small Business;CAGE Code;Your contract vehicles that would be available to the Government for the procurement of the product and/or service, to include ENCORE III, SETI, NIH, NASA SEWP, General Service Administration (GSA): OASIS, ALLIANT II, VETS, STARS II, Federal Supply Schedules (FSS) (including applicable SIN(s)), or any other Government Agency contract vehicle that allows for decentralized ordering.  (This information is for market research only and does not preclude your company from responding to this notice.)Provide examples of successful performance of the capabilities listed in the Required Capabilities section (5).Vendors who wish to respond to this should send responses via email no later than 20 May 2021 at 1600 Eastern Daylight Time (EDT) to ryan.d.martin18.civ@mail.mil.
