VA MAP RFI 3 Department of Veterans Affairs Mobile Applications Platform Request for Information April 11, 2018 Introduction This is a Request for Information (RFI) only issued for the purpose of conducting market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. Do not submit a Proposal. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information
being requested or, reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing its acquisition strategy and Performance Work Statement (PWS). Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. This is a request for information and does not obligate the Government in any way, nor does it commit the Government to any specific course of action. The VA Technology Acquisition Center (TAC) is seeking comments and feedback related to the attached DRAFT PWS for the VA Mobile Application Platform (VA MAP). After reviewing the attached DRAFT PWS please provide responses to the questions below as well as any additional comments, feedback, information or questions related to the VA MAP. Respondents are requested to clearly identify your capabilities relevant to the scope of work in the draft PWS. The Government is seeking as much information as possible and a complete response from industry to this RFI during this market research activity may assist the Government in developing its acquisition strategy and finalizing any PWS. Note: It is anticipated that Contractors currently developing mobile applications for VA (including, refactoring, development, enhancement/and or remediation of applications subject to migration into the VA MAP) will be prohibited from participating in this effort as they will have an Organizational Conflict of Interest (OCI). List any federal contracts in which you are a prime contract holder, for example: GSA, NASA SEWP, CIOSP-3, and T4NG. With respect to the VA MAP DRAFT PWS, would you be the prime contractor? As the Prime Contractor, what tasks under the DRAFT PWS would your company perform? If a small business, what type of small business are you? Are you able to comply with FAR 52.219-6 and 52.219-14 in execution of this effort? Are you able to comply with VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside and with subcontracting limitations in 13 CFR 125.6 in execution of this effort? Has the draft PWS provided sufficient detail to describe the technical and functional requirements that encompass the requirement? ______ YES _______ NO If NO , please provide your technical and functional comments/recommendations/questions on elements of the draft PWS that may contribute to a more accurate proposal submission and efficient, cost effective effort. Please provide both positive and negative feedback regarding any area of the DRAFT PWS such as recommended changes, noted exceptions, and ambiguities. Provide a Rough Order of Magnitude for the pricing to accomplish the requirements detailed in the draft PWS. The Government anticipates making payment of the tasks outlined in the attached DRAFT PWS contingent upon attainment by the Contractor of the DRAFT Service Level Agreements (SLA) that are attached to this RFI. The Government s objective is to produce a high degree of performance and accountability based on these SLAs. Please provide your feedback on the DRAFT SLAs, specifically, addressing the following: Whether the SLAs are attainable, measurable, understandable, and meaningful. Provide any SLAs that industry utilizes which will produce a high degree of performance and accountability by a contractor for this requirement. Recommendations with regard to how to structure payment based on SLAs. The payment structure should take into account various levels of performance in attaining the SLAs. Experiences with payments based on SLA attainment, both positive and negative. Capability Statement Submit a capability statement describing your company s ability to meet the requirements in the attached draft PWS. The capability statement shall be limited to 10 pages. The capability statement shall address the following questions below: Demonstrate your expertise and capability in performing cloud platform development including development of a container orchestration platform; DEVOPS engineering services; and operations and maintenance of a mobile application infrastructure and its environments (Development; Test; Implementation (staging/pre-prod environment) and Production). Provide pertinent supporting details. Demonstrate your expertise and capability in migrating mobile applications form one cloud environment (Terremark) to a public cloud environment such as Amazon and Azure and to ensure the seamless operation/functionality of the application during migration and in the new environment. Provide pertinent supporting details. Have you performed similar work to include scope and complexity as described in the DRAFT PWS including attainment of draft SLAs? Have you performed this type of work with the Federal Government? Provide supporting details. Indicate whether you were the prime contractor or subcontractor.
