Page 1 of 5 DEPARTMENT OF INFORMATION TECHNOLOGY ON BEHALF OF DEPARTMENT OF ENVIRONMENTAL SERVICES REQUEST FOR INFORMATION (RFI) Introduction On behalf of the NH Department of Environmental Services (NHDES), the New Hampshire Department of Information Technology (NHDoIT), is requesting information from firms that: 1) have cloud-based, low-code, off- the-shelf Enterprise Information Systems (EIS) that have been used to support Public Sector Environmental Services Organizations and 2) can supply technical support to that system. Responses to this RFI will assist with scheduling product demonstrations and preparation of a request for proposals (RFP) to upgrade/replace our current system – NHDES OneStop (OneStop). Background Based on a 2000-era EPA initiative, NHDES developed a system to display internal program data to the public. This system, known as OneStop, made environmental information collected by NHDES more readily accessible to the public. OneStop has grown since the initial
development to encompass three functions, the OneStop Web Site, OneStop Data provider, and OneStop Data Mapper. The OneStop Web Site1 contains links to web pages with information germane to the public. Program-specific queries, reports and forms can be found by clicking on program-specific links. The OneStop Search is also included among these links. This page enables users to filter searches by environmental interest, and then further filter by program-specific criteria. Search results are displayed in a table with the same headers regardless of the filter criteria used. Results can be downloaded in an Excel format, with the option to download only content shown, or to include data specific to the program specified. Data for this search function is provided from a data warehouse. The OneStop Data Provider2 is a stand-alone system used for credentialing (single sign-on) and file upload and validation. Users request access to one or more programs through a web interface. An email is sent to the designated program-specific NHDES employee for each activity. These NHDES personnel can approve or deny the request. If approved, the user receives log in information in an email. Once the requester logs in to Data Provider, they choose from a menu that lists the programs and actions for which they have been approved. When the user clicks on one of the items, they are passed to that activity with their credentials (they do not need to log in again). OneStop Data Mapper displays geospatial data layers generated by different programs with ArcGIS Online or ArcGIS Enterprise and allows users to see any combination of data layers in spatial relationship. Some map points include a link to the data provided on the OneStop Web Site. Most OneStop GIS data is publicly available for viewing and download in the OneStop Data Mapper, except for secure water supply data. Users interested in viewing secure data in the mapper must register at the OneStop Data Provider Registration Page. Over the past 20 years, OneStop has expanded and evolved into the definitive resource for essential environmental information in New Hampshire. It has become critical to the operations and economic viability of hundreds of businesses, organizations, agencies, non-profits, and the public in areas such as: • Real estate sales and development • Professional engineering and architecture • Solid waste haulers and disposal site operators • Public and private water systems • Gas station operators, owners, and developers • Hazardous waste haulers and waste disposal • Property insurance underwriters • Professional environmental services • Water well contractors • Septic system owners, designers and installers • Hazardous emissions standards and regulations • Emergency planning and management • Earth moving and excavation • Electric, telecommunication, and energy utilities • Beaches, pools and spas • Marine contractors and dock builders • Industrial and residential financing and development • Banks and lending institutions • Tourism and recreation • Land Conservation Easements NHDES intends to modernize the current OneStop by implementing a cloud-based, low-code, off-the-shelf Enterprise Information Systems (EIS) for Environmental Services that can support most, if not all, of NHDES program areas. The solution must support permitting, compliance monitoring and reporting, enforcement, training, and efficiently assist the regulated community to ensure compliance with state and federal environmental rules and regulations. 3 https://www.des.nh.gov/resource-center/data-and-mapping https://www.des.nh.gov/resource-center/data-and-mapping Page 3 of 5 Submittal Requirements 1. Vendor Information: A. Company Profile i. Company name, address, telephone number, web address ii. Key contact: Name, title, address, phone number(s), e-mail address iii. Brief history and description of business including years established, services offered, how your service(s) or products(s) differentiate your company in the marketplace or in relationship to your competitors. iv. Other relevant information not covered in the previous items delineated above that would aid in understanding your company. B. Clients & References i. Sample list of clients currently served, the industry type of the client, and physical locations of those clients (city and state). ii. Provide at least three current client references or short testimonials including company name, contact, title, address, phone number, email address and type of client relationship. Include type of services provided to the client. 2. Solutions Information: A. General Solution Requirements i. Comply with U.S. EPA Data Protocols (i.e., System is compliant with U. S. Environmental Protection Agency’s (EPA) Cross-Media Electronic Reporting Regulation (CROMERR) Requirements when paired with NHDES business processes. ii. Location/Site-based Information libraries iii. Document Generation and Association (e.g., permits, letters, schedules, etc.) 1. Save and Continue functionality 2. Email and/or text message confirmation of form actions (submission, view, processing, etc.) 3. Import/Export of data to and from other systems 4. Ability to attach other documents, photos, video and other media 5. Electronic Signature Enabled iv. Mobile Device Friendly v. Workflow Management vi. Events Management vii. Transaction Level Audit History viii. Electronic Signature Enabled ix. Compliance with Title II of the Americans with Disabilities Act including the 2010 Standards for Accessible Design. x. Credentialing for Secure Data Access (Single Sign On) xi. Ensure data synchronization with existing internal Agency Oracle Database Application to support current Agency functional mandates. xii. Data and Document Management 1. Internal and External Text, Data, Document and Geospatial Search capability 2. Internally and Externally configured reports, graphs and visuals (Low Code) Page 4 of 5 3. Internal User batch scheduling and processing with the ability to auto-generate output data to other systems 4. Internal User Scheduling and processing to transmit/receive data from other authorized systems 5. Data quality and integrity controls on all reporting 6. Ability to export reporting to multiple standard formats (e.g. Word, Excel, PDF, JPEG, etc.) 7. Automatic distribution of specified reports (or links to reports) to specified email addresses 8. Create or access user-defined activity dashboards (Low Code) xiii. Interactive Mapping and Visualizations 1. Display/Download selected public data in GIS formats 2. Associate user defined map points, lines, and polygons with raw data 3. Role based Data access B. Directory of Services i. Provide a directory of Licensed Contractors that perform Environmentally Compliant Work Demonstration After review of responses to this RFI, a request may be made for a demonstration of the product. A list of requested functional demonstrations and sample questions that may be asked during the demonstration will be provided as part of the demonstration request and scheduling.
