The purpose of this RFP is to obtain an Advanced Metering Infrastructure (“AMI”) System including, but not limited to, water Meters, AMI data collection system, Meter installations, hosted AMI software, system integration, training, scheduling, and Project management. The proposed Solution may be either a fixed network or a Network-as-a-Service (“NaaS”) offering. The City of Norfolk (the “City”) also desires to obtain manual Meter Reading Services to aid in the transition to new AMI. A plan to transition manual Meter Reading Services from the current contractor to the AMI contract will be developed as part of the Project start up. BackgroundThe City’s Meter inventory consists of approximately 70,000 Meters, the majority of which are manufactured by Neptune, with the T-10 model being the most common. The Meters are predominantly 5/8-in in size (86%) serving residential and small commercial accounts. Meters larger than 2” are typically turbine Meters, with a mix of the Neptune HP and
Sensus Omni models. Several of the larger Meters (10, 12 and 16-inch) are used for master Meter billing and industrial customers. The average age of all Meters is estimated to be 7.5 years. The vast majority of existing Meters are outfitted with a Neptune direct-read (manual) register which are read by a service provider. Most Meters are installed outside of building structures in Meter boxes or vaults. Standard details are available on the City’s website at https://www.norfolk.gov/568/Construction-Details. A few Meters are located inside on commercial properties in the downtown area. Most Meter boxes and vaults currently have a cast iron lid or a steel plate covering. Existing information systems used by the City to support Meter-to-bill processes include:Northstar CIS – customer information system used by the CityMCare – electronic Work order system used by City staff to manage Meter service orders The City retained Arcadis to develop an AMI Needs Assessment and Business Case, starting in fall 2021.
