Advertisement 21P055 RFQ Page 1 of 2 METROPOLITAN COUNCIL Notice of Request for Qualifications for Metro Plant Fourth Incinerator Design Build Project Contract Number 21P055 The Metropolitan Council (Council) is soliciting for a Design-Builder to design and construct a new fluid bed incinerator at the Metropolitan Wastewater Treatment Plant (Metro Plant) in Saint Paul, Minnesota as part of the Metro Plant Fourth Incinerator Project (Project). The Project will increase solids processing capacity at the Metro Plant by installing a fourth incinerator train and dewatering equipment in an expansion to the existing Solids Management Building (SMB). The incinerator train will include a fluid bed incinerator, energy recovery equipment, and air pollution control equipment designed to meet 40 C.F.R. Part 60, Subpart LLLL emission requirements and process 130 dry tons per day (DTPD). This is a three-step solicitation process. In the first step, the Council issued an RFP to select the incinerator

system supplier (ISS). In this second step, the Council is issuing a Request for Qualifications (RFQ) to develop a short list of design-build teams. In the third step, the Council will issue a Request for Proposals (RFP) to design-build teams shortlisted in the RFQ process. The selected ISS must enter into a sub-contract with the selected Design-Builder.
