The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Business Manufacturers, other Small Businesses interested and capable of providing items requested, as well as any large businesses. The intended contract is a firm-fixed price. The Department of Veterans Affairs, NCO20 is looking for BRAND NAME or EQUAL sources of the following: Somnomedics Sleep and Respiratory PSG Devices for Clinical Research Studies The Portland VA requires SOMNOmedics SOMNOtouch RESP PSG devices to conduct ongoing clinical research. SOMNOmedics is the only company that manufactures these devices, which are used heavily in our research as well as university affiliate studies. They consist of a proprietary wearable device that tracks sleep, cardiac and respiratory events, easily interprets that data for
analyses, and is customizable based on the needs of the study. They are compact, lightweight, and are individually configured to only co The goal of this SOW is to: Acquire a Brand Name or Equal to: SOMNOtouch RESP devices for use in our clinical research program. These need to be purchased through SOMNOmedics, the only vendor that provides this exact technology and model required for experiments in this project. The SOMNOtouchRESP is a modular PSG device that tracks sleep, respiratory, and cardiac activity in our Veteran clinical subjects. The SOMNOmedics acquisition proposed would consist of: SOMNOtouch RESP device: Brand Name or Equal Purpose: the RESP is a compact PSG device that fits in the palm of a hand (approx. 2 x3 in size, 2 oz weight) and conducts basic respiratory screenings of the wearer. It has a touch screen that displays the activity of the connected sensors for real time feedback of how it is functioning, ensuring the collection of usable data. The device is FDA compliant and can be connected to any of the available sensor configurations for modular, customizable data collection. The additional devices outlined below make up the configuration of sensors used for data collection in our ongoing studies that connect to the main RESP device. Quantity: 10 AASM Headbox for Sleep Purpose: The headbox allows for sleep staging and recording with the RESP device. It includes EEG, EOG, and EMG leads for tracking sleep, and has 25 channels that can be used for different configurations of data collection, and a sampling rate ranging from 4-512 seconds. The headbox promotes higher signal quality, reduces noise in the signal, runs continuous impedance checks and is FDA approved. After data collection, it takes 90 seconds to transfer the PSG to a computer for analysis. The device is AASM compliant, and in post-processing, it stages sleep (Wake, REM, NREM, etc), as well as body position throughout the night, for a clear sense of sleep activity during recording. Quantity: 10 Pulmonary combined sensor Purpose: The combined pulmonary sensor enables the collection of breathing activity by the main RESP device, including the ability to capture ECG, oxygen flow (via nasal cannula), and pulse rate (using a soft finger clip). Quantity: 10 Blood Pressure sensor Purpose: Enables the collection of blood pressure by the main RESP device Quantity: 10 Potential contractors shall provide, at a minimum, the following information to Denise.Patches@va.gov. 1) Company name, address, and point of contact, phone number, e-mail address, and DUNS. 2) Please identify your company s size in comparison to the anticipated North American Industry Classification System (NAICS) code 339115 Ophthalmic Goods Manufacturing. Equipment must be new, no used or refurbished equipment accepted. Please provide a proof of authorized dealer or reseller letter from manufacturer. 6) This is a brand name or equal requirement. As such, the salient characteristics reflect the physical, functional, or performance characteristics that equal products must meet to satisfy the Government s needs. To be considered for any potential solicitation, offers of equal products, including equal products of the brand name manufacturer, must: (a) Meet the salient physical, functional, or performance characteristic specified in this sources sought; clearly identify the item by Brand name, if any and make/model number. (b) Include descriptive literature such as illustrations, drawings, or a clear reference to descriptive data or information available that identifies that the equal item meets or exceeds the salient characteristics required by the Government.
