THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL.  A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The U.S. Army Corps of Engineers (USACE), Pittsburgh District, intends to enter into a Firm Fixed-Price contract on a sole source basis under authority of FAR 6.302-1(a) with Bosch Rexroth Corporation, the Original Equipment Manufacturer (OEM).   The contract is for Field Services on Emsworth Dam Hoist Cylinders for gates on the Back Channel Dam as summarized herein: Field Service for Emsworth Dam Hoist Cylinders for the six Back Channel Dam Gates requires:1) Repairing both hoist cylinders for Gates 11, 12, and 14 (6 cylinders total)2) Inspecting the rods and CIMS cavities for the hoist cylinders on all six Back Channel Dam Gates, (12 cylinders total)3)  Supplying 16 Split Seal Kits customized to the cylindersBoth of the two large hydraulic cylinders that operate Gates 11, 12, and 14 on the Back Channel Dam at Emsworth Locks and Dam are leaking past
the rod seals.  This field service requirement is to repair both hoist cylinders for Gates 11, 12, and 14 (6 cylinders total). The field service engineers/technicians shall provide and install special split-type seals and wipers to replace the original one-piece seals and wipers for the leaking Gate Hoist Cylinders. The split seals shall be installed and adjusted properly to ensure they do not leak at any point around each seal, including where the split ends meet to ensure the gates can be placed back into full service for as long as possible after the repair. The field service will include all parts required to replace the seals and wipers, including the proper OEM split seal kits, bolts, and O-Rings as applicable. The field service engineers/technicians shall also thoroughly clean the rods and disassembled area of both hoist cylinders for Gates 11, 12, and 14 and provide a full inspection of each cylinder’s condition (for the entire length), identify the cause of the seal failure, and fully test cylinder and gate performance after the repair is completed.The field service engineers/technicians shall also inspect the rods and CIMS cavities for the hoist cylinders on all six of the Back Channel Dam Gates, (12 cylinders total), to identify any defects and test cylinder and gate performance and provide recommendations for any defects that are discovered.1.  Field Service QualificationsThe cylinder shall be repaired by a field service center with the specialized knowledge to replace the existing seals with special split seals and to analyze the condition of cylinder including the unique CERAMAX ceramic rod coating. The service center shall have specialists, including Service Engineers and Service Technicians, with appropriate training to properly service the type of hoist cylinders on Emsworth Dam in the field.2.  Description of Repairs, Inspection and Testing Rod Seal Replacement:Close appropriate valves and drain hydraulic fluid from cylinder.Remove scraper bolts and rod scraper.Remove rod seal retainer bolts and slide retainer down rod to access seals.Remove existing rod seals and wiper.Clean and inspect retainer and internal cylinder components.Install new split-type seals and wiper in retainer.Shim seals as required to adjust compression to required specs.Reassemble in reverse order using new bolts.Torque bolts to required specs.This is not a solicitation for competitive proposals; however, if an interested vendor believes they can meet the above requirement, they may submit a capability statement to the point of contact listed in this Special Notice by 11:00 A.M. EDT on 30 April 2020.  All information furnished must be in writing and must contain sufficient detail to allow USACE to be able to determine if the interested vendor can perform the requirement described herein.  The US Army Corps of Engineers will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be considered eligible for award.
