This requirement is for the overhaul/repair of F108 Module 14 Low Pressure Turbine Assembly. The Government plans to award a 3-Year Indefinite Delivery/Indefinite Quantity type contract 1-One Year Basic Period and 2 One-Year Options.
Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirements in accordance with FAR 52.209-1. The qualification requirements is sited in each individual solicitation.

This amendment is to answer questions concerning solicitation FA8122-16-R-0018 and extend the closing date of the solicitation.
FIRST: Questions and Answers for FA8122-16-R-0018 Navy Module 14
Q1. Does the Government still anticipate modifying the solicitation Statement of Work (SOW) to address industry concerns about an unrealistic 21 day TAT.

A1. No. If in the course of attempting to meet the 21 day TAT, it becomes clear that the vendor cannot meet this TAT, then the vendor can request an extension. The 13/15 is allowed a 60 day TAT because it is more complex and requires far more work.
Q2. Does the Government anticipate the use of commercial Used Serviceable Material (USM)?
As previously discussed, a 60 day TAT would be consistent with Mod 13/15 contract requirement.
Also, the use of commercial Used Serviceable Material (USM) would provide considerable cost savings without impact to engine performance (as was allowed by the Mod 13/15 SOW).

A2. No. Used Serviceable Material (USM) is NOT allowed in repair of these modules. See SOW 3.1.
Q3 Does the Government require the replacement of #4 bearing during Level 1
Repair?

A3. Incoming #4 bearing P/Ns
305-355-718-0, 340-167-902-0, 335-352-303-0, 305-355-717-0 and 335-352-302-0, may be reused provided they pass all PWS/SOW stipulated inspection requirements.
All other older configuration bearings must be replaced with new (ref SB 72-0507R01).
Q4. For clarity, all SB part numbers are viable - correct?
We are not limited to the 3 each part numbers per the USAF requirements?

Q5. Because of the way that Mod 14 mates up with Mod 13/15, will the US Navy consider amending SOW paragraph 3.1 to allow first run commercial USM if available?

A5. No.
Q6. Do we need to submit a hard copy of the Mod 14 proposal?

The purpose of this amendment is to answer questions concerning solicitation FA8122-16-R-0018, Amendment 0003, amend the CLIN structure, correct page 4 line 3 of original solicitation FA8122-16-R-0018 and extend the closing date of the solicitation.

The response to Q3 raises a couple more questions.

Q7. Since we will not have access to engine records, would the US Navy allow for CLIN0001 to be modified to exclude the #4 BRG replacement since there is no way of knowing if this will be required 100% of the time?


A7. No.
Q8. Would it be possible to add another CLIN that covers the #4 BRG replacement (which would be consistent the CLINs for replacement of expensive Life Limited Parts where we also have no data or build history)?

A8. Yes. See CLIN structure in section B of solicitation amendment 0006 to reflect providing pricing for including replacement of #4 bearing.
Example CLIN 0001AA is the repair price for Level I repair.
CLIN 0001AB is for repair price for Level I repair including the price to replace #4 bearing. There is a separate price for Level I repair without #4 bearing being replaced and a separate price for Level I repair with #4 bearing being replaced.
SECOND: Amend CLIN structure see below in Section B.
Note: Ignore all previous CLIN structures.
THIRD: Solicitation FA8122-16-R-0018, page 4 line 3 is hereby corrected as follows:
FROM READ: The monthly quantity is 3/12, which is approximately .25 each. For option term of three (3) months the BEQ would be approximately .75 each or 1 each.
TO READ: The monthly quantity is 3/12, which is approximately .25 each. For option term of six (6) months the BEQ would be approximately 1.50 each or 1 each.
FOURTH: The closing date for proposals is hereby extended as follows:
