Synopsis: Notice of Intent to Award a Sole-Source Contract Announcement Number: 141017-24-0022 Project Title: ArcGIS Business Analyst License and Maintenance The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office for Coastal Management (OCM)-Charleston, SC office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Environmental Systems Research Institute, Inc, to procure ESRI Business Analyst Pro software and licenses to provide point location and other information on businesses for pilot studies focused on estimating the local marine economy, as well as to provide information on industries in coastal hazard areas. The North American Industry Classification Code (NAICS) for this acquisition is 541519 Other Computer Related Services, with a business size standard of $34M. Sole Source Justification The Office for Coastal Management has a requirement to
procure ESRI Business Analyst Pro software and licenses to provide point location and other information on businesses for pilot studies focused on estimating the local marine economy, as well as to provide information on industries in coastal hazard areas. ESRI is the only provider of this subscription. The data contained within ArcGIS Business Analyst Pro comes from multiple sources obtained by Esri and therefore no reseller authority exists to sell the data obtained. Additionally, NOAAs Economics: National Ocean Watch (ENOW) tool has been built around these data sources. The data is woven into the ENOW tool for ease of user access to identify the required information needed for each unique situation. End users are generally coastal towns reporting on overlaps of businesses and humans directly, thus making this data compilation vital to their business decisions. Special Notice This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities. However, if an interested party believes that it is capable of meeting the requirements and in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice. Responses can be sent via e-mail to rebecca.johnson@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a Capability Statement in accordance with this notice, which shall be considered by the agency if received on or before 5:00 PM EDT on February 2, 2024. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
