Duration: The proposed period of the Standing Offer (SO) will be for a one (1) year period from
date of issuance of the SO and the SO may be authorized for use beyond the initial
period, for three (3) additional one (1) year periods.

Description of the Requirement
The Canada School of Public Service (CSPS or the School) requires the services of instructors to deliver classroom training of various Finance courses on an “as and when requested basis”, in both official languages in various locations across Canada.
Course delivery services of Finance courses will be required in three (3) domains as identified below:
Domain 1 – Finance: Resource Stewardship
Domain 2 – Finance: Accounting
Domain 3 – Finance: Planning/Budgeting and Managing Public Funds
The School intends to issue multiple Standing Offers (SO) as a result of this solicitation. Each successful Offeror will be issued one (1) Standing Offer that will identify the Domain(s), Location(s) and Language(s), as applicable, for which it has qualified.
Applicable Trade Agreements
The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canadian Free Trade Agreement (CFTA), the Canada-Chile Free Trade Agreement (CCFTA), the Canada-Columbia Free Trade Agreement, the Canada-Honduras Free Trade Agreement, the Canada-Korea Free Trade Agreement (CKFTA), the Canada-Panama Free Trade Agreement, and the Canada-Peru Free Trade Agreement.
