Agency/Office:Army Contracting Command – Detroit Arsenal (ACC-DTA)Location:ACC-DTATitle:Special Notice – Medium Equipment Trailer (MET)Description:The Ground Vehicle Systems (GVS) Other Transaction Agreement (OTA), W15QKN-17-9-1025, was entered into between the Army Contracting Command (ACC) and the National Advanced Mobility Consortium (NAMC) on 26 September 2017, in support of Ground Vehicle System related Research and Development prototype projects. The Government is planning to utilize the GVS OTA to award this effort.This Special Notice is for informational/planning purposes only and is not a Request for Project Proposal (RPP). A prototype project will not be awarded as a result of this announcement. The Product Manager of Heavy Tactical Vehicles (PdM HTV) located at Detroit Arsenal in Warren, Michigan is seeking to identify sources capable of manufacturing a Medium Equipment Trailer (MET). The MET will be required to secure and transport payloads up to 60 tons under a four meter
underpass and obtain European Road Permits while transporting a 45 ton payload and interfacing with the prime mover M1300 Tractor. The MET will potentially have the requirement to load all payloads via rear ramps.The objective under this prototype project will be for up to two contractors to design, build, and deliver up to three MET prototypes to Aberdeen Proving Ground (APG), Maryland. The prototypes will be required to meet the MET Performance Specification (P-SPEC), which includes the performance requirements above. The Government will conduct MET prototype testing at APG to determine if the prototypes can achieve the desired performance requirements and determine the contractor’s ability to logistically support the system.  The Government intends to pursue a Follow-on Production effort under the authority of 10 USC 2371b(f) for this effort.NOTE: A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide members of the National Advanced Mobility Consortium (NAMC), and industry in general, advanced notification of the Government’s intent to enter into an agreement for this effort.
