Synopsis to Increase Capacity and Duration of the Operations and Maintenance Engineering Enhancement (OMEE) Multiple Award Task Order Contract (MATOC)Agency/Office:US Army Corps of EngineersLocation:USACE HNC, HuntsvilleTitle:Synopsis to Increase the Capacity and Duration of the Operations and Maintenance Engineering Enhancement (OMEE) Multiple Award Task Order Contract (MATOC) This synopsis publicizes the intentions of the US Army Corps of Engineers, Huntsville Center, to increase the capacity and duration of the OMEE MATOC V suite, on the basis of there being only one responsible source and no other services able to satisfy agency requirements IAW 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2)(iii).The purpose of the OMEE MATOC is to provide performance-based Operation and Maintenance (O&M) services at Government medical (with limited non-medical) facilities in the Contiguous United States (CONUS), Alaska, Hawaii, U.S. Territories; as well as outside of the contiguous United States
(OCONUS); to include, Korea, Japan, Thailand, Germany, England, Portugal, Turkey and Italy. O&M facility support services consist of those actions required to preserve and maintain government medical and non-medical real property facilities in such a condition that they may be effectively used for their designated functional purpose.In order to accomplish this objective, the OMEE program relies on the OMEE MATOC V pool of ten total contractors, which includes six large businesses and four small businesses. The ordering period for the OMEE MATOC V continues through August 2020, but the anticipated follow-on MATOC (OMEE MATOC VI) isn't anticipated to be ready by this date. For this reason, the Government has a continued need to utilize the OMEE MATOC V suite and is seeking approval via J&A (RFQ # PANHES-19-P-0000-006782, Control # CEHNC-FY-1308) to increase the overall dollar threshold by an additional $450M, increasing the current capacity of $990M to $1.45B. Additionally, this J&A is seeking approval to extend the OMEE MATOC V suite by 24 months, in order to avoid a lapse of these critical support services.THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a written solicitation will not be issued; however interested parties may identify their interest and submit their capabilities statement to Natosha Matthews by email at
