This synopsis is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD intends to negotiate and award a sole source contract to Northrop Grumman Maritime Systems, 1070 Seminole Trail, Charlottesville, Virginia, for Design Agent Engineering Services for Surface Combatant and Amphibious ship class Steering Control and Navigation Control Systems and Amphibious ship class Machinery Control Systems. The planned acquisition will include engineering and technical services to include: overall management, development, testing, troubleshooting, repair, configuration, maintenance and fleet sustainment of various steering control and navigation control systems on U.S. Navy equipment originally manufactured by Northrop Grumman Maritime Systems for the steering control and navigation control systems onboard the ships.Pursuant to 10 U.S.C 2304(c)(1), Northrop Grumman is the only responsible source capable of fulfilling the Navy's
requirements for the specified effort. The proposed award and resulting contract modifications are for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
