Excerpts from the RFA:
 
1.01 Purpose
The purpose of this RFA is to
provide guidance for current contractors to submit continuation applications to the Iowa Department of Public Health (referred to as Department) to renew service provisions as described by and within the project period established by the following RFPs:  #58815018 and # 58815030.
Services covered by this application include the Maternal, Infant, Early Childhood Home Visitation (MIECHV) program which is designed: (1) to strengthen and improve the programs and activities carried out under Title V and other community service providers; (2) to improve coordination of services for at-risk communities; and (3) to identify and provide comprehensive services to improve outcomes for families who reside in at-risk communities.
1.02 Project and Contract Period
FY19 is the fourth year of a five year project period. The Department expects the contract period to be a one-year term from October 1, 2018 to September 30, 2019. Continued funding during the defined project period is dependent on approval of the continuation application, contractor performance and compliance with general and special conditions of the contract, availability of project funds, program modifications, or any other grounds determined by the Department to be in the Department’s best interest.
The issuance of this RFA in no way constitutes a commitment by Department to award a contract.
1.03  Eligible Applicants
Only current contractors are eligible to submit a continuation application under this RFA.

Electronic Communication Requirements
Applicant is required to maintain and provide to the Department, upon application, a current and valid email account for electronic communications with the Department.
Official email communication from the Department regarding this application will be issued from
iowa.grants@webgrantsmail.com. Applicants are required to assure these communications are received and responded to accordingly.
1.04 Service Delivery Area
Refer to the RFP #58815018 and RFP #58815030 for service delivery area parameters. Any changes in the current service delivery area must adhere to these instructions. Any service delivery area changes for this RFA must be agreed to by existing contractors and applicable boards of health, and approved by the Department. Submit requests to Stacey Hewitt at
stacey.hewitt@idph.iowa.gov. Written approval must be obtained prior to submitting a continuation application.  
1.05 Funding
The source of funding is federal funds.
Applicants may apply for up to the amounts indicated in the Available Funds Table in the RFA for the total 12 month contract period. Actual total awards and individual contract funding levels may vary from that listed or funding may be withdrawn completely, depending on availability of funding or any other grounds determined by the Department to be in the Department’s best interests.

Submitted DateQuestionAnswer07/10/2018In the RFA, several of the programs seem to have the option of using Healthy Families America or Parents As Teachers. I was wondering if our agency could have the option of changing program models?Changes or additions to the evidence based model used by contractors require discussion and planning between the state MIECHV office and local contractor as well as approval from HRSA and the model developers. Changing or adding models cannot occur during the RFA process. Please contact your primary contract manager to discuss a model change or addition once a contract is issued for the next contract period.07/13/2018With subcontractors, can we simply split the mental health funds evenly and have them represent that as a separate line item in their budget? (I see that there is no separate budget section in the grant for mental health like last year's QI budget line item). Please advise.Yes, the mental health funds will be included in the appropriate budget category (salary/fringe, subcontract, etc.) of the line item MIECHV grant funds (not quality improvement). In the budget justification, the mental health consultation funds must be clearly identified and explained in the justification section of the budget. Refer to the MIECHV Budget form instructions on page 21 of the RFA.07/19/2018It is our intent to use a staff person from our behavioral health unit at Sieda as our mental health consultant. Because we are using an employee, according to our fiscal officer, they will need to be listed in the salary line with our MIECHV staff and will will complete an MOU verses a subcontract. Our question is whether we need to list this person in our staffing grid/personnel for this grant? In completing the budget, do we need to specifically indicate the amount for each line item that is going toward our regular MIECHV program and which goes to the mental health consultant?Yes, you will list this person in your staffing grid for this grant. Please fully explain their role in the description section. You will also specifically indicate within your line item budget the use of the mental health consultant funds for this position as well as fully describe within the justification section.
