The base work includes construction of a stormwater treatment area consisting of two contiguous cells (about 410 acres) west of County Road (CR) 613, and three contiguous cells (about 1,560 acres) east of CR 613.  Cells are parallel, flowing west to east, and consist of about 18,400 feet of a perimeter levee and about 3,700 feet of a cell division levee west of CR 613. Said work is
also inclusive of about 35,500 feet of a perimeter levee and 2 cell division levees of about 12,200 and 9,500 feet east of CR 613. Collection and distribution channels run along the east and west ends of each cell.Work includes construction of one 2-barrel ungated culvert structure (8 feet diameter culverts) under CR 613; one 3-barrel gated culvert structure (5 feet diameter culverts) under CR 609; five gated 8 feet by 6 feet box culverts for release into cells; two ungated 5 feet diameter culverts for boundary seepage return; four ungated 3 feet diameter culverts with weirs for runoff relief; two gated 8 feet by 6 feet box culverts for release from cells; six 5 feet diameter culverts with operable weirs for release from cells; and a portion of one 7 feet diameter culvert.Requisite work includes construction of site access from CR 613 and modification of CR 609 and CR 613 roadway drainage (swales and detention features); however, there is South Florida Water Management District (SFWMD) owned property east of CR 613 and north of the contiguous cells that can be used for staging.Work is divided into phases as outlined below:Phase 1The work associated with Phase 1 includes construction of the S-425 Culvert and project initiation activities.  The work includes all required site demolition to construct S-425 Sag Culvert.  Phase 2The work associated with Phase 2 includes construction of the Connection Canal connecting the North St. Lucie River Water Control District (NSLRWCD) C-70 canal to the NSLRWCD C-69 canal.Phase 3Phase 3 includes construction of the two contiguous cells (about 410 acres) west of CR 613, referred to as Cells 1 and 2, and includes associated structures: S-431A Ungated Culvert, S-431B Ungated Culvert, S-432A Gated Box Culvert, S-432B Gated Box Culvert, S-433A Gated Box Culvert, S-433B Gated Box Culvert, S-434A Fixed Weir Drop Structure and Culvert, S-434B Fixed Weir Drop Structure and Culvert, and S-451 Ungated Culverts.  The work includes construction of the three contiguous cells (about 1,560 acres) east of CR 613, referred to as Cells 3, 4, and 5, including associated structures: S-435A Fixed Weir Drop Structure and Culvert, S-435B Fixed Weir Drop Structure and Culvert, S-436A Gated Box Culvert, S-436B Gated Box Culvert, S-436C Gated Box Culvert, S-437A Culvert With Operable Weir, S-437B Culvert With Operable Weir, S-438A Culvert With Operable Weir, S-438B Culvert With Operable Weir, S-439A Culvert With Operable Weir, S-439B Culvert With Operable Weir and S-441 Gated Culverts. In addition to the aforementioned work, Phase 3 includes modification of CR 613 and CR 609 roadway drainage.Option AThe work includes installation of a temporary pump station.  The temporary pump station centerline will be located east of the C-24 canal, approximately 150 feet north of the S-425 Sag Culvert.  The temporary pump station will be turned over to the South Florida Water Management District for operation following construction completion.PROPOSAL REQUIREMENTS:Award will be made to the offeror whose proposal represents the best value to the Government. Proposals will be evaluated in the areas of Technical Merit, Past Performance, Small Business Participation and Price. The Request for Proposal (RFP) will be issued on or about 28 June 2021 and proposals will be due on or about 12 August 2021.The performance period is approximately 1,460 calendar days after Notice to Proceed (NTP).NAICS Code 237990, Other Heavy and Civil Engineering Construction.
