Bid Number: 24-02Start / End Dates & Times: 01/31/2024 - 3:15pm to 02/29/2024 - 1:00pmBid: OpenAddendum(s): Addendum No.1 Addendum No.2 Addendum No.3REQUEST FOR PROPOSALS24-02 SERVICE LINE INVENTORY COMPLIANCEPROFESSIONAL SERVICES CONTRACTThe City of Aberdeen is seeking professional services to coordinate compliance with State and Federally mandated requirements to establish and manage a Service Line Inventory as specified in the EPA Lead and Copper Rule Revision (LCRR) dated January 15, 2021. Professional services shall encompass the City’s own water utility and the water system servicing Aberdeen Proving Ground (APG).The City of Aberdeen (COA) DPW currently operates a public water system, within the Aberdeen city limits, covering 7.1 square miles with approximately 5,300 water services. The City DPW also operates a separate water system, within Aberdeen Proving Ground, covering 32.9 square miles with approximately 900 water services.The City will require a professional services cost
proposal to assemble the required documentation and prepare the Initial Service Line Inventory using the approved methods stated in the LCRR and EPA guidance. The cost proposal shall include services for COA & APG systems in separate line items. Professional services for both areas shall include, but are not limited to, document review, grant application, coordination of sampling & field verifications, data entry, analysis of historical land records, adopted codes & approved materials. The completed inventory data shall be submitted to MDE & EPA per their requirements and furnished to the City in the proper formats required to integrate information into existing City databases. The selected firm shall also be required to coordinate compliance with the LCRR after the submission of the initial inventory through optional contract years.The City will be hosting a mandatory pre-bid between potential firms on THURSDAY FEBRUARY 15, 2024 at 1:00PM at Aberdeen City Hall, 60 N Parke St Aberdeen MD 21001. Bidders will be given the opportunity at that time to review the LCRR and EPA Guidance documents as well as any existing information available from COA or APG. All bids must be sealed and plainly marked with “24-02 SERVICE LINE INVENTORY” including bidder information, and be delivered to City Hall, 60 N. Parke St., Aberdeen, Maryland 21001, no later than 1:00PM on FEBRUARY 29, 2024.This professional services contract shall be awarded, at the City’s discretion, to the bidder that best fulfills the following pre-qualifications. Qualified bids shall provide the following:Synopsis of professional services performed for the City of Aberdeen. Bidders shall demonstrate familiarity with City systems and processes by providing a summary of at least five (5) professional service projects that were satisfactorily completed for the City of Aberdeen within the past ten (10) years.Summary of previous experience in similar compliance projects, preferably those projects related to drinking water, utility systems, distribution asset management and associated environmental regulations.Documentation exhibiting familiarity with programmatic requirements including, but not limited to, Davis-Bacon Wage Rate, Maryland Antidegradation Implementation Procedures, Build America, Buy America (BABA) Act and Disadvantaged Business Enterprise Participation.Outline of proposed plan for establishing and maintaining the Lead Service Line Inventory for both City and APG utility systems.
