Added:Apr 03, 2019 10:31 amModified:Apr 11, 2019 3:31 pmTrack Changes The U.S. Army Corps of Engineers - St. Paul District requires a contractor to provide control and eradication of target vegetation through the application of chemical herbicides at 13 lock & dam sites sites along the Upper Mississippi River, one radio transmission site, the Fountain City Service Base, and two recreation areas (in Minnesota, Wisconsin and Iowa). Herbicide application will be timed during the active growing season, so as to achieve optimum results. This is normally between 15 May and 30 July each year.This solicitation will result in the award of one (1) service contract for a period of one (1) year, with four (4) one-year option periods, exercisable by the Government.The sites for the herbicide application are:Upper St. Anthony Falls Lock and Dam (USAF)Lower St. Anthony Falls Lock and Dam (LSAF)Lock and Dam #1Lock and Dam #2Lock and Dam #3Lock and Dam #4Alma Radio Transmission SiteLock and Dam #5Fountain City Service BaseLock and Dam 5ALock and Dam #6Lock and Dam #7Lock and Dam #8Lock and Dam #9Lock and Dam #10Eau Galle Lake ProjectBlackhawk ParkThe requirements vary for each site. The areas to be treated range in size from 0.3 acres to over 60 acres. Some of the areas at sites require selective application of herbicide for brush control, while other areas require total kill of all vegetation.Some of the sites have special access requirements. At multiple Lock & Dam sites, Contractor vehicles will be transported by Government flat barges across the outflows. A few of the sites require 4 wheel drive/ATV access, and one site requires the contractor to rappel down the face of a crib wall in order to properly treat the vegetative growth.Offerors must submit pricing for each site (including ALL option periods), a completed experience statement, and a proposed application plan.
