Unity Care Northwest (UCNW) Request for Proposals (RFP) for Construction Services Project Description Unity Care NW is a federally qualified health center, a nonprofit provider of primary health care that provides services regardless of the ability to pay, is governed by a Board of Directors a majority of whom receive services at the center, and whose mission is to increase the years of healthy life in the communities and people served. UCNW owns a clinic at 220 Unity Street in Bellingham, Wa. A plaza is built over the roof of a portion of the lower level of this facility. The roof and its membrane are 30 or more years old. This project will replace this roof and create a privately controlled public space atop the roof with an anticipated start date of July 1, 2020 for construction. RMC Architects are providing design services which are scheduled to be completed in April 2020 with Neil McCarthy as the Principal Architect. The project is divided into two parts: 1) Replacement of the

Roof Membrane, for which schematic design documents will be released as part of this RFP; 2) Creation of a privately controlled public space and associated revisions to a parking lot and stairway on the south side of the building for which plans are in the schematic design phase. These two phases are expected to be completed as a single project. Woolsey Company completed a cost estimate for the project. Based on this, the cost of construction is anticipated to be $950,000 including WSST, which may be adjusted based on final design and construction costs at the time construction begins. The area is subject to the Shoreline Management Act because of its proximity to Whatcom Creek. Access to documents showing the most current design documents, preliminary cost estimate, and site documents will be provided to those firms submitting a statement of qualifications. Details Proposals Timeline: Notice of intent to bid is due on December 23 th, and proposals are due January 24 th, 2020 at 5:00 PM at Suite 205, 1616 Cornwall, Bellingham WA 98225. Finalists must be available for interviews on Wednesday, January 30 th 2020 between the hours of 2:00 and 5:00 PM. A decision regarding the selected contractor is anticipated by February 5 th, 2020 and contracting is expected to be completed by February 17 th, 2020.
