creation, design, development or demonstration of operational utility. The Government will evaluate the solutions with the intent of awarding an Other Transaction Agreement (OTA) in accordance with 10 U.S. Code § 4022. BACKGROUND AND SUMMARY EMC2 Vendors interested in responding to this RFS must be members of the EMC2 consortium. Interested parties may visit Emccrane.org for membership information. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. PROJECT OVERVIEW The Prototype and Experiments (PE) Department, under the Office of the Secretary of Defense, Research and Engineering Mission Capabilities office (OSD/RE/MC), has been directed to identify, develop, procure, assess, and implement innovative technological solutions that address joint urgent operational needs across the various services. The ability of the Department of Defense (DoD) to swiftly deliver innovative technologies to warfighters is crucial for maintaining a strategic edge in a rapidly evolving global technological landscape. This rapid deployment is key to adapting to new threats, enhancing operational capabilities, extending warfighter survivability and facilitating interoperability to conduct successful joint operations with our allies. PE is responsible for expediting the development and delivery of cutting-edge capabilities to the warfighter by identifying and fostering promising new technologies and concepts, designing and executing rapid prototyping and experimentation initiatives, implementing thorough test and evaluation (T&E) procedures and transitioning successful prototypes into production at scale.
