SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR PROPOSALBUT INFORMATION AND PLANNING PURPOSES ONLY!  It does not constitute a solicitation and/or quote and is not to be construed as a commitment by the Government.  The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.The Information for Bid number will be FA252121B0002 and shall be used to reference to any responses to this sources sought.The 45th Contracting Squadron (45 CONS), is publicizing this Sources Sought Notice to gather industry information and input with respect to anticipated purchase to Repair Cable and Splices in Feeder from North Substation, Cape Canaveral Space Force Station, FL.Project specifications are attachedThe Government is interested in Small Businesses. The North American Industry Classification Systems (NAICS) Code proposed is 238210. The size standard for NAICS 238210 is $16,500,000.Scope of
WorkThe work to be performed under this project is located at Cape Canaveral Space Force Station (CCSFS).  CCSFS is located at the end of State Road 401, north of Port Canaveral, Florida.The work to be performed under this project consists of providing the labor, equipment, and materials to replace 15kV Feeder 7N from CCSFS North Substation to Switch Station 37 (SS-37).  Install ten (10) new Sectionalizing Terminal Cabinets along the feeder route to allow for troubleshooting.  This will involve approximately 44 manholes and approximately 20,000 linear feet.Civil/Site. New concrete pads are designed to support the new electrical equipment and trenching and pavement repair will provide electrical and control service routing.  Excavations are not anticipated to encounter groundwater.  The scope of work will not create enough new impervious to require Environmental Resource Permitting (ERP) with St. Johns River Water Management District (SJRWMD).  A permit determination letter will be prepared, identifying the new impervious area, less than 300 square feet.  No existing solid waste management units (SWMU) are anticipated to be directly impacted as part of this project. Architectural. Demolish stand-alone electrical vaults, buildings 905, and 972. Core drill through walls, as shown in the drawings, to facilitate the installation of new electrical feeders. Provide new concrete pads for new electrical equipment per the drawings.Electrical.  Replace existing Feeder 7N with new 3-1/C, 350 kcmil, 15 kV, cooper conductor with 1/3 concentric neutral and 133%, type Ethylene-Propylene Rubber (EPR) insulation.  Install new feeder from CCSFS North Substation to Switch Station 37 (SS-37) including feeders supplying LBS-7N1, LBS-CPF3, LBS-3N4, LBS-3N6, LBS-7N2 and LBS-7N3.  Install nine (9) new 3P, 15 kV, 600 Amps 3-way Sectionalizing Terminal Cabinets (STC) along feeder 7N and one (1) STC for feeder 10N at Manhole NE-15 to allow for troubleshooting.  Field measure and procure 15 kV cable to allow installation without any splices.Drawings are not included in this sources sought, but will provided as part of the future solicitation.This is a Request for Information (RFI) only.  This RFI is in support of market research being conducted by 45 CONS to determine potential sources capable of fulfilling all requirements associated with this project.  The Government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., SBA 8(a), HUBZone, SDVOSB, WOSB, EDWOSB, or SB), anticipated teaming arrangements, and a description of similar services offered to the Government and/or commercial customers.  Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.  The Government will use this information in determining its small business set-aside decision.As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.  No solicitation exists; therefore, do not request a copy of the solicitation.  The decision to solicit for a contract shall be solely within the Government's discretion.All interested firms shall submit a package that outlines the firm’s capabilities in providing the required work.  The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements.  Recent, relevant experience in all areas should be provided.  Include in your capabilities package your DUNS, Cage Code, and System for Award Management (SAM) expiration date.Responses may be submitted electronically to the following e-mail addresses: timothy.johnson@spaceforce.mil and andrew.washington.4@spaceforce.mil.  Please include ATTN: FA252121B0002 on the subject line.RESPONSES ARE DUE NO LATER THAN 1:00pm EST 30 April 2021.
