Notice of Intent to Sole Source - Paul Dunken

Description In accordance with Federal Acquisition Regulation 13.106-1(b)(1), the US Environmental Protection Agency intends to award a sole source fixed-priced Purchase Order. The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), Center for Environmental Measurement and Modeling (CEMM), has a requirement to hire Paul Dunken to continue the development and deployment of scientific software development and contract support. This will include a Base year and three option years. Paul Dunken has a unique combination of scientific understanding, scientific software development and DevOps experience specific to EPD's scientific applications. He has been instrumental in the design and development of key components of multiple scientific applications. To avoid inconsistencies in the software design, research data, statistics and datasets that could result from using a different vendor makes Paul Dunken the only one who can provide the services effectively. In

addition, Paul Dunken's familiarity with the current software applications, technology stack and data makes him the most efficient vendor to provide the services without causing expensive delays that may result from using a different vendor. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government.
