Other Details It is highly recommended that the bidder begins preparing their bid early to allow sufficient time to ask questions if unfamiliar with this e-procurement system. All forms in the bid booklet must be properly completed to be deemed responsive. Bidder may begin bid submission at any time, save information, modify or withdraw bid up to the bid closing deadline. All questions of any type must be submitted in this bid management system by selecting the Q&A tab. Bidder must comply with SB854-Public Works Contractor Registration Program. Upon selection and notification of award, contractor will be required to submit a Payment Bond and a Performance Bond each for 100% of the total bid amount. Notes The bidder is solely responsible for "on time" submission of their electronic bid. The City will only consider bids that have been transmitted successfully and have been issued an e-bid confirmation number with a time stamp from the Bid Management System indicating that the bid was submitted successfully. Transmission of bids by any other means will not be accepted. Bidders shall be solely responsible for informing themselves with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the bidder to successfully submit an electronic bid shall be at the bidder's sole risk and no relief will be given for late and/or improperly submitted bids. Any bidder wishing to submit cash, cashier's check or certified check in lieu of a bid bond must submit such by the bid opening date and time to the City Clerk at City Hall, 303 E. "B" Street, Ontario, CA 91764. Special Notices Cash, cashier’s or certified check may be submitted in lieu of a bid bond. A personal or company check will not be accepted. This is a State Prevailing Wage Project. List all subcontractors being paid in excess of 1⁄2 of 1% of the total bid amount. Absent a named sub for any portion of the work, Bidder agrees he is qualified and will perform that portion of the work It is the bidder’s responsibility to become familiar with the contract documents in their entirety. All forms in the bid booklet must be properly completed to be deemed responsive. The City reserves the right to order more, less, or no items at the “per unit cost” stated in the bid proposal. Award of contract will be made by City Council. Bidders must submit all questions pertaining to this bid through the City's Online Bid Management System, by selecting the "Q&A" tab. All information entered is visible only to bidder. Data entered may be “saved” or “submitted” and revised or withdrawn up to the closing deadline. The City has established a local preference to vendors located within the City limits of Ontario a 1 3/4% advantage in the City's determination of low bid, and a 3/4% advantage of vendors outside the City but within the County of San Bernardino. Local Programs & Policies This is a State Prevailing Wage. Bidder must comply with SB854 - Public Works Contractor Registration Program.
