Intent to Sole Source Technical Support for Resolute Hunter Exercise

Naval Supply Systems Command Fleet Logistics Center San Diego hereby gives NOTICE OF INTENT TO AWARD A SOLE SOURCE to Virginia Systems & Technology to provide training systems and equipment along with the requisite professional knowledge and instructional acumen to perform the following required tasks (tasks list is not all inclusive):1. Plan, program, and provide a complex and robust Radio Frequency (RF) and Electronic transmission environment for C2/BM/ISR event Resolute Hunter.2. Set up multiple transmitters across the RF spectrum, at one or more locations as required.3. Maintain equipment activity for Resolute Hunter M-F 0700-1600 with flexibility to extend hours earlier, later and on weekends during event.4. Maintain logs, truth data, and files associated with equipment parameters for government customer.5. Transport Government Equipment to/ from Fallon Range Complex, NV location for event.6. Operate GFE Drone as required to support government customer requirements at Resolute

Hunter.  Maintain and update equipment as required.Refer to the attached performance work statement for further details.Brief Description of Requirement: The objective of this contract is to provide training systems, technical expertise, and operational support to NAWDC’s MISRWS in the design, planning, preparation, execution, and evaluation / assessment phases of the Resolute Hunter exercise. NAWDC, via the MISRWS, is responsible for the effective implementation of each phase of the exercise. The RH exercise is held semiannually, requiring year-round preparation to effectively execute and develop. With the annual workload on the MISRWS staff, contractor support is required for the effective preparation and execution of the RH exercise and to maintain the current standard of excellence.Period of Performance: 30 September 2022 to 29 September 2023The North American Industry Classification System (NAICS) code is 611519, Other Technical and Trade Schools.There will be no written solicitation issued. This is an intent to purchase a sole source procurement under the authority of FAR 6.302-1. This will be a Firm-Fixed Price (FFP) contract utilizing Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The contractor needs to be registered in the DoD System for Award Management (SAM). Register via the SAM website https://www.sam.gov, and also be eligible to process invoices through Wide Area Workflow (WAWF).
