Quality, Reliability, Availability and Maintainability (RAM), Effectiveness and Suitability, Test & Evaluation Engineering Support

The U.S. Army Contracting Command - Detroit Arsenal, MI (ACC-DTA) has a requirement to provide a non-personal services contract, providing the U.S. Army Ground Vehicle Systems Center (GVSC) and its customers with Quality, Reliability, Availability, and Maintainability (RAM), Effeciveness and Suitability Test and Evaluation Engineering Support.  The Government shall not exercise any supervision, or control over the contract service providers performing the services herin.  Such contract service providers shall be accountalble solely to the contractor who, in turn, is responsible to the Government.The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Effectiveness, and Suitability Test and Evaluation Engineering Support, as defined in the Performance Work Statement, except for those items specified as Government furnished property and services.  The

contract will provide test and evaluation support, as well as test technology development expertise, for the purposes of Effectiveness, and Suitablity Test and Evaluation Engineering evaluations.  The focus of the effort is professional engineering support servicies that provide effectiveness and suitability expertise in test and evaluation (including analysis and report generation) and test technology development programs.  This expertise is needed to support internal GVSC programs or external GVSC customers that are conducting research and development and require test and evaluation support at various test ranges to insure both timely completion and assured technical quality.  A majority of the work on this contract will be done at the contractor's facilities, but a few tasks, as required for each task order, may need closer coordination and require on-site contractor personnel in Detroit Arsenal, MI, or at other DoD facilities.  There may be instances of temporary duty at other facilities and test ranges.Acc-DTA intends to award a competitive 5 Year IDIQ, Firm Fixed Price Level of Effort (LOE), Task Order based contract under a Small Business Set-Aside.
