CAPITAL REGIONAL DISTRICTREGIONAL WATER SUPPLYFLOOD FORECASTING SYSTEM AND HYDROTECHNICAL ENGINEERING SERVICESRFP NO. 2023-881 INSTRUCTIONS TO PROPONENTS Invitation The Capital Regional District (“CRD”) invites detailed proposals from qualified engineering consultants (the "Proponents") in strict accordance with these Proposal Documents (CRD, RFP No. 2023-881). The proposals will be evaluated for the selection of a consultant (or consultants) with the intent to negotiate to enter into a contract (the “Contract”) to provide the services described in Appendix “A” – Scope of Services.The CRD is seeking to resolve dam safety issues identified during recent Dam Safety Review Audits and subsequent engineering studies completed for Sooke Lake Dam, Sooke Lake Saddle Dam, and Deception Gulch Dam. The dam safety issues to be resolved are related to dam and reservoir operating procedures at the three dams. The procedures need improvement in order to reduce dam safety risk, particularly during

the winter storm season, but also maximize security of the regional water supply. It is anticipated that the Proponent will conduct watershed simulation modelling which includes hydrological modelling, hydraulic modelling, and engineering analysis. Refer to Appendix A for complete description of the scope of work.A Contract will not necessarily result from this Request for Proposal (“RFP”).
