NOTICE OF INTENT - Avaya

The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic'sintent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Avaya Federal Solutions,Inc. for onboard installation support including equipment verifications, equipment testing, programmingand configuration of system components. The Government intends to negotiate solely with Avaya FederalSolutions, Inc. under the authority of FAR 13.106-1(b). Due to proprietary rights, Avaya or an explicitlyauthorized Avaya service provider is the only provider with the expertise to properly install and programthe equipment. In addition, some equipment is still under Avaya's, the OEM, warranty and Avaya must bepresent in order to work with this equipment. The OEM warranty can potentially be voided if a companyoutside of Avaya attempts to work on this equipment. The NAICS Code is 541519 and the Small BusinessSize Standard is $34,000,000.This notice is not a request for competitive quotes; however, any responsible source believing that it canfulfill the requirement may submit a capability statement, proposal, or quotation.
