ADDENDUM NO. 1: NEW BID CLOSING DATE: 05/31/2024 @ 1:30 P.M. The County of Riverside Purchasing Department on behalf of the Assessor-County Clerk-Recorder (ACR) is seeking proposals from qualified parties qualified in providing an Interagency Authentication Platform for the County of Riverside’s Assessor-County Clerk-Recorder. Riverside County is embarking on an innovative journey to harness blockchain technology as a foundational authentication layer, distinct and independent from individual business applications. This strategic layer will function as a universal utility, accessible via application programming interfaces (APIs), enabling diverse public agency business systems to integrate and channel the robust capabilities of blockchain technology. Designed with scalability,accessibility, and extensibility in mind, this architecture is set to revolutionize state and local government operations, ensuring Riverside County's blockchain solution can grow and adapt to a wide array of

governmental functions. Central to the County's strategic approach is maintaining vendor neutrality to ensure control and ownership of the ledger data remain within the County's purview. This avoids dependency on proprietary blockchain solutions and creates a more diverse and competitive vendor landscape. The County's ambition is to create a consortium of California counties aligned with this vision. This collaborative blockchain-based platform ecosystem will be closed yet scalable, allowing participating counties to join under the existing contract with Riverside County and integrate seamlessly with the established blockchain solution. Expanding upon this vision, Riverside County is keen to develop a Statewide Validation Portal. This portal will be capable of interfacing with various legacy and active blockchain technologies across multiple agencies. Itwill be a central touchpoint for verifying and authenticating records statewide, promoting interoperability and data sharing across California's public sector. This portal aims to enhance transparency, streamline processes, and elevate the trust and efficiency of public services across the state, reflecting Riverside County's commitment to innovation and collaborative progress.
