The City of Dixon (City) is soliciting the services of professional engineering consultants to assist the City with on-call Water Tank evaluation and restoration. Task 1 under this contract will include: Review all tank maintenance and rehabilitation work needed over the next few years and create a budget to spread out the costs over multiple budget cycles Clean and complete removal and replacement of the existing interior coating system(s) at the City’s Parklane Tank 1 Partial removal and restoration of the existing interior coating system at the City’s Parklane Tank 2 Provide Warranty Inspections. Future Tasks may include: Inspection of other tanks Providing ongoing maintenance/compliance inspections Tank cleaning Tank restoration Emergency Services Graffiti removal The Parklane tanks are 1,000,000 gallon AWWA –D100 Steel Tanks constructed and coated in 2006. The work includes completion of incidental repairs and the
complete recoating tank interior and appurtenances including returning the tank to service and post coating cure disinfection and VOC testing, along with removal from site and disposal of all project generated waste, including removed coating products, spent abrasive media, spent cathodic anodes, and any existing silt within the Tank. The Work also includes a 3-year warranty inspection of the coating system. The Consultant shall, prior to removal of the interior coating, at his own expense, contract with an independent testing laboratory and sample the interior coating for lead. Laboratory results will be submitted to the City for approval. If lead is found steps must be taken to ensure all applicable regulations by the USEPA and OSHA are adhered to during the abrasive blasting operation and disposal of the blast materials. Note: Due to the lack of prior records for the internal coating of this tank, the potential existence of lead has been assumed. Although based upon the prior inspection report and age of the tank, 2 it is acknowledged that there is a high degree of certainty that the tank will not have any existing lead coatings. The non-existence of lead coatings must be verified by the Consultant prior to the beginning of coating removal. Final selection of the successful consulting firm shall be based on past performance, the proposed scope of work, and an objective evaluation of the submitted proposals by City staff. A Firm may be selected to perform the work as the project is initiated within the next few months. Upon award of the project, a kick-off meeting shall be scheduled at the City Hall located at 600 East A Street. Topics of discussion will be the scope of work and Consultant’s work schedule. The Cleaning and Restoration will occur during normal business day between 7:30 AM and 5:00 PM. Consultant shall be responsible to schedule materials and work such that all his activities will be conducted within the approved hours.
