Chapter 6 of the STUDY titled ¡§Nuisance Flooding Issues.¡¨ These packages shall be grouped
with construction costs totaling approximately $100,000 or less.
„h High priority projects per Chapter 6 of the STUDY must be grouped together whenever possible.
„h Provide a cost estimate for engineering services for each group. Each project within a group

shall
have its individual construction cost estimate. Engineering services must include any outside
consultants necessary to complete the project.
„h Identify and prioritize MHFD stream management and MEP for stream segments within
Westminster that have deficiencies. Provide steps to take in order for each segment to become MEP
compliant. If construction deficiencies exist, supply a cost estimate for construction and prioritize.
„h Coordinate with any outside agencies and obtain any necessary permits to complete each project.
„h Possible engineering design work could include all forms of stormwater and/or drainage
infrastructure as well as rehabilitation to riparian zones or paved surfaces.
Deliverables:
„h Scope and schedule to complete the above
„h Develop construction bid packages and specifications
„h Provide detailed Design Plan Sets for construction in accordance with:
o City of Westminster Standards and Specifications of Public Improvements
(STANDARDS)
o City of Westminster Storm Drainage Design and Technical Criteria Manual 2019 Edition
o Mile High Flood District¡¦s ¡§Urban Storm Drainage Criterial Manual¡¨ Volumes 1-3, latest
editions
o CDOT specifications
„h Design Plan Set for construction
„h Subsurface Utility Engineering drawings in accordance to SB18-167 and the STANDARDS if
work is within the public right-of-way or utility crossings are expected
„h Provide technical reports including hydrologic, hydraulic, geotechnical and Stormwater
Management Plan reports to support the design drawings
„h Engineer¡¦s Estimate of Probable Cost at each design milestone including any outside jurisdictional
fees required.
„h Provide a fee schedule for ¡§on call¡¨ services for other unforeseen minor stormwater and/or drainage
projects
„h Attend progress and review meetings throughout the design phase. Provide support during the
Bidding Phase, including attending pre-bid meeting, answering questions in the bid phase and
preparing Addendum information
„h Obtain outside permits and supply studies required to obtain said permits if necessary
„h Provide construction observation including any necessary erosion control inspections upon request
