HQ0013-15-D-0001 was awarded to Translang, LTD (Translang), on 29 Sep 2015, for support for the Washington DC Regional Centers. Award to Translang was made after a competitive procurement process, of Solicitation HQ0013-15-R-0007. A list of OCONUS events to be supported was provided as ANNEX A, to the solicitation. The last sentence of Paragraph 1.3 of the solicitation states, "DC regional centers programs will include, but are not limited to those listed in Annex A. Because of changes in circumstances, it has become necessary to increase the ceiling of the contract. A Justification and Approval document that explains the necessity for the increase shall be posted to FBO within the next seven (7)
