The California Department of Technology (CDT), on behalf of the California Department of Public Health (CDPH) is issuing this Solicitation seeking advanced approaches to the ingestion and processing of laboratory and other public health data. CDPH envisions a system integrated within the CDPH technology environment. Such a system will increase the utility of public health data by using enterprise standards and modern technology to enable efficient use and consumption by legacy disease surveillance and other downstream systems. CDPH is aware that cloud-based technologies provide a scalable solution that adapts to changes in data flow managing system cost. CDPH is interested in a solution that minimizes proprietary systems or techniques allowing CDPH to adapt to new and emerging technologies to provide enhanced services. The new system will be consistent with the vision of a data and information infrastructure that advances the science and policies of public health. At a minimum, CDPH
is requiring a non-proprietary message gateway for the frontline data ingestion which must be scalable to support additional data sources and data types. Data processing requirements include data validation, normalization, and de-duplication. The data processing component may or may not be proprietary. The immediate need is to receive and process lab results for all reportable disease conditions including COVID-19. Processed lab results must be transmitted on a continuous flow to CDPH's Enterprise Rhapsody Gateway which routes data to downstream disease surveillance systems. CDPH also requires access to the bidders' solution, including access to the raw data, submitter information, audit details, tracking metrics, duplicate messages, and processed messages.
