The National Geospatial-Intelligence Agency (NGA) intends to award a sole source labor hour contract to Black Moon Consulting for expert independent consulting services, under the authority of FAR 13.106-1 and utilizing FAR Part 12, Acquisition of Commercial Items, procedures in conjunction with FAR Part 13, Simplified Acquisition Procedures.The procurement is for Systems Engineer and Technical Assistance (SETA) to support NGA’s GEOINT Cognition (GEOCOG) Research Program Manager (PM). This effort will provide extremely specialized consultant services that provide counsel and advice on developing and implementing capabilities for analytic workflow tracking, cognitive load estimation and human performance optimization.Leveraging and extending investments in research at Defense Advanced Research Projects Agency’s (DARPA) and other government-sponsored work, NGA seeks to quantify and measure human analytical performance, and to prepare the agency for the selection, development, and
deployment of new automated technologies into GEOINT analysis and production workflows. NGA believes Black Moon Consulting is the only source reasonably available to satisfy this requirement. Black Moon Consulting possesses a unique expertise and direct experience of current and previous related DARPA programs.No competition is being sought. The period of performance will be for one (1) year after contract award with one (1) additional 12 month option period, for a total of 24 months.This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any entity that believes it can meet this requirement may give written notification no later than the stated response date. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
