synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information, included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.This requirement shall be competed as full and open competition under NAICS 519130 with a size standard of 1,000.  All qualified businesses under this NAICS code are encouraged to submit a quote. The Department of the Air Force, Air Force Installation Contracting Center (AFICC), 773 Enterprise Sourcing Squadron (ESS) has a requirement for the provision of Medical Virtual Library Subscription per the attached Statement of Work (SOW).The Air Force Medical Service (AFMS) maintains a virtual library to replace physical medical libraries and it contains all the medical journals, newspapers, and magazines needed for the Air Force (AF) staff, contractors, allied forces, physicians, patients, and students required to perform medical research and medical operations. The Virtual Library is accessed 12,000 times per year and utilized by physicians, veterinarians; medical students, contractors, and all who are directly involved in providing health care services to patients at an AF Medical Treatment Facility (MTF) or at a Military Medical Center campuses. This is a non-personal requirement to provide clinical and Allied Health services at Air Force Medical Service (AFMS) duty locations with the capability to access and to perform searches through the Air Force Virtual Library, at https://kx.afms.mil for Virtual library subscription/database of medical and veterinary journals, and content including figures, pictures, index and graphs, 24 hours a day, 365 days a year. • Provide 30 days prior notice of accessibility unavailability resultant from upgrade or other electronic maintenance requirements. Notice shall be accomplished by posting a notice to the website.• Provide the following coverage: Full text and PDFs of the journals, as well as tables of contents and abstracts, extensive full text searching capabilities, links from cited references to the full text of articles, and the ability to download figures and tables to slides. The content shall be linked to full-text journal content including figures, pictures, and graphs; electronic tables of contents, early release articles, and alerts concerning corrected articles. Additional journal features include downloading to a citation manager, retrieving relevant citations, emailing citations and full-text, and saving and printing citations and full-text articles.• Access must include the most current full-text issues and historical issues of the journals.• Provide access using multiple search criteria to include:• Selecting the current issue to view the current table of contents or past issues to view earlier content;• Performing a Simple Search to find articles in which the word(s) appears;• Using Advanced Search to search on specific fields (author, title, keyword, and National Library of Medicine Subject Headings) within articles of all the journals accessible via this subscription;• Cited search to retrieve articles that have referenced the specific article or author.• Ensure all internet browsers enables authorized users to search the database and retrieve full-text journal articles and bibliographic citations.• Ensure the subscription is updated to provide the most up to date information to the AFMS customer.Questions: The Government will accept questions concerning solicitation number F1ATB10009AW02 until 22 January 2020 at 9:00 AM CST.  Email your questions to theresa.jackson.5@us.af.mil and larry.conger.1@us.af.mil. Quotes must conform to the requirements of this solicitation and be received no later than 30 January 2020 at 4:00 PM CST. It is the responsibility of the offeror to ensure that the quotes and its attachments are received. Any quotes received after designated closing date and time need not be considered.Also include in the quote that a Wide Area Work Flow (WAWF) account has been initiated or already established (DoD) has mandated the use of WAWF. All invoices shall be submitted using Wide Area Work Flow (WAWF).To get more information about how to register for WAWF contractors can go to the following web site and download the Contract Pay information: http://www.dfas.mil/contractorpay/ContractPayInformation.pdf.Firms submitting a quote subsequent to the solicitation described herein, MUST be registered in the System for Award Management (SAM) database, or risk the quote as being non-responsive, regardless if the package is considered complete, timely or any other salient consideration. Under no circumstances shall 773 ESS/PK be responsible for any response preparation expenses, submission costs, or any other expenses, costs, or damages, of whatever nature incurred as a result of the respondent’s participation in this posting process.  Respondent understands and agrees that it submits its quote at its own risk and expense, and releases 773 ESS/PK from any claim for damages or other liability arising out of the posting process.  773 ESS/PK shall not be liable for any errors in offeror’s response. Offeror is responsible for careful review of its entire response to ensure that all information is correct and complete.  Offerors are liable for all error or omissions contained in their responses.  All informational material submitted in response to this posting becomes the property of 773 ESS/PK and shall not be returned.  All quotes will be evaluated in accordance with FAR 15.101-2 – Lowest Price-Technically Acceptable Source Selection Process.  Award may be made without discussions with the Offeror(s); the government reserves the right to have discussions, if required. The Period of Performance for this requirement is a 12 month base year plus two (2), one (1) year options. The contract will consist of CLIN 0001: Base year of 12 months, along with two (2) Option Year CLINs 1001 through 2001. Quote Preparation Instructions. To assure timely equitable evaluation of quote, vendors MUST complete this document and follow the instructions contained herein. Vendor is cautioned that clauses and provisions within this RFQ may include blocks that must be completed by the offeror and submitted with its quote.PROVISIONS/CLAUSES: The provision at FAR Clause 52.217-8, Option to Extend Services may apply, and FAR Clause 52.217-9, Option to Extend the Terms of the Contract will apply if terms of this contract are extended, FAR Clause   52.222-40, Notification of Employee Rights Under the National Labor Relations Act, FAR Clause 52.223-18, Encouraging Contractor Policies to Ban Text Messaging While Driving, applies to this Solicitation, FAR Provision 52.212-1, Instructions to Offerors – Commercial Item:Each Offeror is required to submit their quote as specified in FAR Provision 52.212-1, Instructions to Offerors-Commercial Items Addendum 1.Addendum 1 to FAR 52.212-1, Instructions to Offerors – Commercial Items (Jul 2013):Submission of Offers.In accordance with FAR 15.403-1(b) and FAR 15.403-3(a), information other than pricing data may be required to support price reasonableness or realism in the absence of competition.  Information shall be provided in accordance with FAR 15.403-5.  If after receipt of the quotes, the Contracting Officer determines that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the Offeror shall be required to submit pricing data.  All CLINs within Attachment 2, Pricing Schedule will be evaluated for reasonableness.  Proposed schedule is provided and is subject to change.  The Government will rank all technically acceptable offers by price.  Failure to provide prices as stated above may result in the rejection of the quote as technically unacceptable.  All pricing information shall be addressed ONLY in Pricing file format.Period of Acceptance of Offers.
