HUMAN HEALTH AND INSTITUTIONAL MANAGEMENT SUPPORT 2 (HHIMS2)

NASA/JSC has a requirement for additional Human Health and Institutional Management Support 2 (HHIMS2) Contract services.NASA/JSC intends to increase the maximum value of the existing contract, 80JSC018D0008, to provide support to the Human Health and Performance Directorate and other performances at JSC in Houston, Texas. The services provided include: 1) Contract Support, 2) Institutional Management Support, 3) Information Technology Support, and 4) Approved Conference Support.The Contract Support consists of the contractor’s effort necessary to comply with the JSC safety, health, and environmental management requirements and provides the contractor company’s management and reporting requirements for the work in this contract. The Institutional Management support consists of 1) Foreign National Badging (FNB), 2) Scientific and Technical Information (STI)/Export Control (EC), 3) Configuration Management (CM), and 4) Documentation Management (DM). The Information Technology (IT)

support consists of 1) Specialized IT Technical Support, 2) Comprehensive IT and GFE Asset Management. The Approved Conference support consists of providing support to event planning and management for symposia events.Veteran Enterprise Technology Services, LLC (VETS) has been performing the current contract, 80JSC018D0008, since May 30, 2018, for the JSC Human Health and Performance Directorate. NASA/JSC intends to increase the maximum potential contract value (not to exceed/NTE) value from $9,900,000.00 to $10,400,000.00 to enable the increased quantity of services necessary to support the existing contract.  The contract value was necessitated by an increased level of support required to meet the requirements (increased level of the same type of work) on this 100% IDIQ contract as the level of work required to support NASA’s changing missions can be reasonably anticipated to fluctuate.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. central standard time (CST) on September 28, 2022.  Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
