The City will select and contract with a
firm/multidisciplinary team that specializes in National Flood Insurance Program (NFIP) Community Rating System (CRS) and is able to bring other professional team members to work with staff to achieve the City’s climate resilience and flood mitigation goals. The Consultant team will perform, facilitate, coordinate, and oversee ongoing and future activities related to FEMA's CRS program, hazard identification, flood mitigation, climate resilience planning, sea level rise adaptation, regulatory compliance, legal risk analysis and related consulting on an as-needed basis.ELIGIBILITY:Proposers will be eligible to respond to this Request for Qualifications if the proposing Firms demonstrate that they or the principals assigned to this project have successfully completed services similar to those specified in the Scope of Services of this RFQ.Proposers must include as a part of the RFQ submittal, sufficient documentation, client references, and qualifications to support their ability and experience to perform the services contained in the RFQ. Qualifications include at least one member of the team that is: a. A Florida experienced Certified Floodplain Manager (CFM). b. An AICP Certified Land Planner, with experience in Florida with local governments.Expertise required by the selected consulting team for Community Rating System (CRS) and Climate Resilience Professional Support Services include:• Certified Floodplain Manager with expertise in the NFIP CRS program and specifically with the Sea Level Rise criteria in 452. b. Watershed Master Plan (WMP)• Knowledge of water management issues in the City of Boynton Beach and vicinity areas affecting the City with respect to projected climate change impacts, such as coastal/tidal/compound flooding, Sea level rise, coastal erosion, shifting ecosystems, nutrient enrichment, elevated water table and the impacts to communities associated therewith.• GIS related tasks along with extensive experience in climate change and H&H modeling in Southeast Florida. Expertise in Southeast Florida water resources to perform the required support services or tasks listed in this statement of work. • Knowledge and experience in climate change impact analysis, public outreach, education, and economic analysis specific to climate change adaptation projects• AICP Certified Land Planner, with experience in Florida, to assist City staff in addressing future land planning/comp plan and zoning updates.• Demonstrated, successful experience in the development of sustainability best management practices and how they merge with resilience efforts for local governments in Florida.• Locally relevant experience with state and federal policy and programs to address the built environment, natural environment, and transportation systems.• Successful experience in conducting productive public meetings that disseminate information, promote interest and awareness of resilience planning, and receive, track, respond to, and incorporate public comments and inquiries.• Knowledge and experience in developing and implementing local resilience action plans with consideration of factors such as local economic growth, environmental conservation and how the unique needs and characteristics of the City of Boynton Beach play a role in such activities.• Knowledge of existing funding streams (State, federal and non-governmental organizations at a minimum) for resilience related projects and demonstrated ability to apply for and obtain such grants.• Ability to analyze and demonstrate the economic dynamics of resilience in terms of both present day and future conditions including the return on investment for specific types of adaptation projects.• Other CRS and resilience related tasks as required by City staff.
