The Transit Oriented Development (TOD) and Displacement Plan will be used by the City to help ensure that current residents and small businesses are not displaced as a result of the area’s development. The California Air Resources Board (CARB), through the California Climate Investments Program awarded the City of Commerce to develop a Transit Oriented Development (TOD) and Displacement Avoidance Plan.
