The County of Riverside Purchasing Department on behalf of The Riverside County Transportation Department (RCTD) will act as lead Agency and is seeking Proposals from qualified Landscape Architecture Firms (LANDSCAPE ARCHITECT) to provide On-Call Landscape Architecture Plan Checking, Landscape Construction Inspection, and General Landscape Architecture Services. The objective is to insure new and proposed landscape development located within the unincorporated Riverside County areas are designed, constructed, and maintained per County of Riverside Comprehensive Landscape Guidelines, Ordinances 460, 461, 859.3, any applicable community design guidelines in the most cost effective manner possible. All work will be prepared in accordance with the Departments associated with the Transportation and Land Management Agency (TLMA): RCTD, Planning, Building and Safety, Special Districts (LMD/CSA/CFD), and the County of Riverside practices, regulations, policies, procedures, manuals, and
standards, as appropriate. Landscape Architecture Firms will need to submit proposals as described in Section IX Scope of Services of this RFP. Proposals submitted by Landscape Architecture Firms will serve as the basis for developing a short list of firms that will be invited to provide oral presentations and be interviewed. Landscape Architecture Firms shall clearly state which services they are electing to provide and any geographical limitations related to said work. Background Under direction from the Director of TLMA, the Transportation Department (RCTD) is tasked with Landscape Plan Check and Landscape Construction Inspection for both Right-of-Way (Offsite) and Onsite Landscape Plans. The current standard for landscape construction documents is an integrated set of landscape plans inclusive of offsite and onsite landscape plans, when applicable. The Transportation Department continues to look for ways to be business friendly, responsive, reduce costs to customers, and use advances in technology to provide efficiencies and cost savings. The current platform for all plan checking is Bluebeam software. This is not a RFP for Landscape Architect design services, rather more so peer-review and landscape construction inspection. It is the intent of the County to award an agreement to one qualified company as a result of this solicitation which contain the minimum requirements and all terms and conditions for the service. Services will be evaluated and awarded based on the cost to provide and implement services, ongoing cost, ability to provide services and meeting the qualifications and scope of services as listed in RFP # TLARC -RFP-0000653a Attachment A and all Exhibits Bidders MUST complete and upload the Attachment A document with their response to www.publicpurchase.com
