The City of Santa Monica’s Office of Sustainability and the Environment (OSE) is issuing a Request for Proposals (RFP) for a consultant to conduct the 2023 Nexus study on funding in compliance with Proposition 218. BackgroundAt the direction of City Council and guided by the Sustainable City Plan and the Climate Action and Adaptation Plan, the Office of Sustainability (OSE) uses the power of community to enhance our resources, prevent harm to the natural environment and human health, and benefit the social and economic well-being of the community for the sake of current and future generations. OSE is funded by both the Enterprise Funds and the General Fund. The requested report will present the findings of an independent review of OSE that guides management in making informed funding allocations based on the nexus between a systems approach (OSE) and an operations approach (Enterprise Funds) that align with the City’s sustainability and environmental goals. The most recent Nexus study was completed in 2015. Since then, COVID-19 impacted City operations and resulted in impacts to OSE. The purpose of the 2023 Nexus study is to update the 2015 version of the Nexus study to reflect current OSE roles and responsibilities and establish a nexus between services provided and the various funding sources. The study should encompass the next five years.
