The Department of Veterans Affairs (VA) intends to award a sole source purchase order to Business Management Research Associates, Inc. (BMRA), 9817 Godwin Dr. Suite 202, Manassas, VA 20110 for FAC-C training solution/instructional services for the VA Acquisition Academy (VAAA), Acquisition Intern Program (AIP) 2024 Cohorts. The AIP is an 18 22-month career development program that supplements formal contracting courses with an integrated curriculum of technical, leadership development, and other course components. This program teaches each student how to use newly acquired technical skills while using the community of practice and learning from their peers. Satisfying these goals and objectives, allows the AIS to produce fully functioning 1102 Contract Specialists who will support the VA mission as well as the missions of other participating government agencies. The specific components of the AIP are Contracting Courses (CON), Professional Development Courses (FLD), Skill Building
Courses (FCN, FQN, FCL-A), Mini Missions, On-the-Job Training (OJT), VA Contract Writing System training, and Mission Service and Industry Experience. VA requires a contractor to provide training for Commercial off the Shelf and Government owned courses (GOC); AIS requires all courses conducted and delivered meet current FAI requirements and all CON courses/provider be certified as DAU-equivalent. This proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-5 entitled, Authorized or required by statute and in accordance with VAAR 819.7007 entitled, Sole source awards to service-disabled Veteran owned small business concerns . The applicable statute is Public Law 109- 461: Veterans Benefits, Health Care, and Information Technology Act of 2006 specifically, the Veterans First Contracting Program outlined in 38 USC § 8127(c). This is a "Notice of Intent" and not a request for competitive proposals or quotes. Interested parties that feel they can provide the services may respond to the point of contact listed in this notice no later than 2:00PM ET on June 20, 2022. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government.
