INTENT TO SOLE SOURCE:HEALTHCARE ACCREDITATION SERVICES - Armed Forces Retirement Home facilitiesThe Bureau of the Fiscal Service (Fiscal Service), Division of Procurement Services, on behalf of the Armed Forces Retirement Home (AFRH) intends to make award to The Joint Commission on a sole source basis, under authority of FAR 6.302-2, for accreditation services for all aspects of their facilities in Washington, DC and Gulfport, MS.The AFRH has the requirement for accreditation survey services to be provided, based on current Joint Commission propietary standards and survey approaches for the AFRH Ambulatory Care, Home Care, Nursing Care, and Life Safety/Environment of Care services for both campuses of the AFRH, as developed and tested for application in the Veterans Administration Community Living Centers for the Ambulatory Care, and  AFRH programs. The Defense Health Agency (DHA), the AFRH Senior Medical Advisor will participate with the survey team during the accreditation
survey.  The Government currently uses the proposed contractor’s healthcare standards and accreditation services at its AFRH facilities. The use of consistent healthcare standards and services support the Government requirement for continuous accreditation of all healthcare services at AFRH. The proposed contractor developed and owns the propriety healthcare standards, designed to assess the quality of care provided across all the programs (ambulatory, long term care, memory support, assisted living and independent living plus), as required to support the services specifically mandated to the AFRH for this acquisition.The accreditation surveys will be conducted every three years and are unannounced events.Consultant staff shall include but not be limited to the following composition: Long Term Care nurse  consultants, Environmental care consultants, Life Safety Code consultants, and Ambulatory Care nurse consultants. All survey staff must be thoroughly knowledgeable in the current Joint Commission standards survey approach developed and tested for these accreditations.NO SOLICITATION IS AVAILABLE.  A request for more information will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted.Fiscal Service will consider written responses received no later than 10:00 AM EST February 25, 2020. Fiscal services anticipates no responses.  Any responses that are received must be submitted electronically to purchasing@fiscal.treasury.gov and mindy.wargowsky@fiscal.treasury.gov, Attn: MW/PW- AFRH Accreditation.  After February 25, 2020, Fiscal Service shall make award on a sole source basis to The Joint Commission. No other information regarding this Special Notice will be provided at this time.This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award.
